This position is located in the Department of Homeland Security (DHS), Office of the Chief Readiness Support (OCRSO). The primary purpose of this position is to serve as an analyst and/or advisor to management on a wide range of complex program activities requiring development and application of a wide range of qualitative and quantitative methods for assessment of complex management processes, systems, and mission support programs relating to mobile asset and personal property.

Duties

As a Management and Program Analyst, GS-0343-13, your typical work assignments may include the following: Applying subject matter expertise in the area of Property and/or Fleet assets, activities, and laws, serving as an expert analyst in the assessment and improvement of program effectiveness and the improvement of management processes and systems. Applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of short and long-range goals of organization, developing detailed plans for implementing them, and overseeing implementation as appropriate. Initiating and completing required reporting, program assessments, legislative reviews, and other tasks consistent with the responsibilities of the office. Developing office policy review packages, executive summaries, action memos, briefing papers, presentations, and other supporting documents, ensuring accuracy and completeness. Qualifications

Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: Utilizing knowledge of mobile assets, personal property, logistics, and/or supply chain management programs to advise leadership on program issues and improvement; Analyzing asset management legislation, policies and/or procedures to ensure program compliance; Identifying and developing ways to resolve problems or coping with issues which directly affect the accomplishment of principal program goals and objectives; Developing new ways to resolve major administrative problems or planning the most significant administrative management aspects of programs; Developing administrative regulations or guidelines for the conduct of program operations or new criteria for measuring program accomplishments. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
