This Staff Associate for Budget and Program Analysis is located in the Directorate of Geosciences (GEO). The primary purpose of the position is to provide oversight of all aspects of the Directorate Program budget and fiscal operations, including budget formulation, coordination, and execution.
Duties
As a Staff Associate for Budget and Program Analysis, you will perform the following duties:
Support the Assistant Director and Deputy Assistant Director, GEO, in overseeing and coordinating the preparation and analysis of the Office of Management and Budget (OMB) and Congressional budgets.
Provide coordination with the Office of the Director and staff offices, such as the Office of Budget, Finance, and Award Management (BFA); the Office of the General Counsel (OGC); and the Office of Legislative and Public Affairs (OLPA).
Assess the long- and short-term impact of various budgetary configurations and develop contingency strategies that serve as an important Directorate resource if the primary budget estimates are increased or decreased by the NSF Director, OMB, or Congress.
Represent GEO directly with BFA in discussions of policy implications of plans submitted and serve as the Directorate's representative on the Budget and Planning Liaison Group.
Coordinate staff work across the GEO Directorate, working directly and independently with GEO Division Directors and staff to ensure accurate and timely responses on budget and policy matters and materials that are forwarded outside the Directorate and Agency, including Congressional inquiries.
Conduct special studies at request of the Assistant Director, Deputy Assistant Director, or on own initiative and present plans and results, with recommendations to GEO senior staff.
Qualifications
To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 Level in federal service planning and managing the formulation, justification, and execution of an organization's budget, including assessing financial strategies' short - and long-term impacts. Examples of experience include: performing all aspects of budget and financial management for an organization; preparing annual financial reports for the Office of Management and Budget (OMB) and Congress; and analyzing financial resources to resolve any subsequent issues or problems with the federal budget process.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
