This position is located within the Enhanced Used Lease Program Service, Office of Asset Enterprise Management (OAEM), Department of Veterans Affairs, which serves as the Department's lead for the corporate-level capital asset management function. OAEM oversees capital asset activities to ensure a consistent and cohesive departmental approach and effective portfolio and asset performance management throughout the capital asset life cycle.

Duties

OAEM has primary responsibility for developing and promulgating the governance policies and principles, processes, decision-making and performance measuring systems related to the Department's capital asset management. The office provides guidance, standards, and technical expertise with respect to individual investments and infrastructure related programs and initiatives. OAEM is also responsible for budget formulation, compiling and producing the Department's Long-Range Capital Plan, executing the Strategic Capital Investment Planning (SCIP) process, review and approval of VA Administration and Staff Office capital program operating plans, VA's Strategic Sustainability Implementation Plan and Annual Energy Report, the VA Enhanced-Use Lease (EUL) Consideration Report, and the VA 5-Year Disposal Plan.

Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements by the closing date of this announcement, 03/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Coordination and oversight of the overall planning, scheduling and integration of the various phases of project construction work, including pre-construction, kickoff meetings, regularly scheduled and ad hoc meetings, and activities associated with end of construction and transition to operational status. Planning and coordination of program and project activities. Analysis of complex projects, including developer proposals, relating to repurposing/re-use of land and buildings and related construction and renovation. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
