Duties
As a Supervisory Assessment Manager, you will:
-Provide supervision and technical expertise including: planning and determining subordinate work efforts, developing work plans and setting priorities; assist the Manager in developing performance standards and evaluating performance by the staff for physical inspections reviews and analyses, management, quality assurance/quality control, contract oversight, and/or general operations of REAC.
-Serve as a Government Technical Representative (GTR) as needed for contracts related to management and physical inspection of Multifamily housing and public housing properties.
-Contribute to developing and maintaining a system which assesses the performance, concerns, broad trends, and technical assistance needs of the business area through a process of collecting and compiling the results of inspections, and the development of analytical tools to assist in the review and analysis of the data and reports generated.
-Prepare and submit various complex statistical, programmatic and administrative written reports, evaluations, plans and strategies on problems, issues, budgets, training needs assessment, travel and most effective utilization of resources.
-Provide input and direction of goals pertaining to the area of PHA/multifamily housing physical property management. Monitor and track both individual and team goals accomplishment, provide input into Management Plan reports, analyze reports on progress/shortfalls, clarify issues, resolve problems relating to goal achievement.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
-Conducting physical assessment evaluations to determine program or landlord compliance with HUD housing regulations; AND
-Analyzing physical housing assessments to ensure consistent application of standards by contractors and inspectors and making recommendations for inconsistencies; AND
-Managing or overseeing a team of staff members who are responsible for implementing and maintaining the proper use of funds (e.g. facility shared services lines of business, oversight of service tools, software, training, procurement, marketing customer outreach, internal controls or product development).
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
