You will serve as a CONFIGURATION CHANGE MANAGER in the WATERFRONT OPERATIONS DIVISION of SUPSHIP GULF COAST.

Duties

You will plan, organize, and direct the efforts of a team of Government and contractor personnel who are engaged in the processing of changes from initial identification until completion of the Contract action. You will monitor and process Engineering Change Proposals, funding, waivers and deviations providing reports to the Program Managers Representative (PMR). You will participate in Configuration Control Board to monitor and track configuration changes. You will create reports to help the PMR manage change funding. You will implement and coordinate Waterfront Change Process by preparing Independent Government Estimates (IGE), creating statements of work, defining scope to the contractor and providing accountability for funds expended. You will identify and implement innovative alternatives to normal business to produce a more efficient process. You will provide a business analysis of change process and funds management to help the PMR run the project office. You will create purchase request documents in Enterprise Resource Plan (ERP) to initiate funding commitments. You will coordinate contract changes amongst Program Office managers, Project Office managers and waterfront personnel, Logistics, and SSGC Engineering, Comptroller, and Contracts departments. You will evaluate subordinate work performance for annual appraisals, and give advice, counsel, or instruction to employees on both work and administrative matters.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (or GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector, evaluating contract specifications or changes to identify its impact on funding estimates, obligations, or expenditures for shipbuilding projects or programs.
