This position is located in the Office of the Under Secretary of Trade and Foreign Agricultural Affairs (TFAA), U.S. Codex Office (USCO).
The U.S. Codex Program is an interagency partnership that engages stakeholders in advancing science based food standards that protect the health of consumers and ensure fair practices in the food trade.
Duties
Interprets and applies regulations, policies, and procedures to a wide variety of administrative matters and services activities which impact activities throughout Codex.
Serves as the contracting officer representative (COR) and primary specialist responsible for advising USCO employees on issues related to financial management
and financial reporting requirements.
Supports interagency and USCO staff in accomplishing the U.S. Government’s objectives related to Codex by assisting with the development and finalization of
U.S. positions.
Develops briefing papers that require considerable background research, coordination, and collaboration with USDA and interagency technical or policy experts, senior leaders, and individuals in other countries.
Manages a range of communications related projects, many of which have overlapping and fast-paced deadlines.
Conducts independent and collaborative research to support USCO policy analysts on a wide range of national and international food safety and trade topics, including emerging and ongoing international trends
Leads the development and dissemination of a broad range of program materials to a broad range of interagency, stakeholder, and public audiences through appropriate mechanisms and means (e.g., information sharing platforms and other digital media)
Facilitates effective interaction with officials of other agencies, countries, and regions.
Duties described above are at the full performance GS-13 level; duties at the GS-12 level will be developmental.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
GS-12: One year of specialized experience comparable to GS-11, or its non-Federal equivalent which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience includes performing administrative specialties such as procurement and contracting; management of financial awards; budgeting and financial management; management of communications products; and development and implementation of international outreach and development strategies. In addition, experience includes researching and preparing analyses on issues related to food safety, fair trade, agriculture, nutrition, public health, animal health, international trade, or a closely related area.
GS-13: One year of specialized experience comparable to GS-12, or its non-Federal equivalent which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience includes performing administrative specialties such as procurement and contracting; interpreting and applying regulations, policies, and procedures; management of financial awards; budgeting and financial management; management of communications products; and development and implementation of international outreach and development strategies. In addition, experience includes participating on special projects, studies, researching and preparing analyses on issues related to food safety, fair trade, agriculture, nutrition, public health, animal health, international trade, or a closely related area.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
