The primary purpose of this position is to serve as a Configuration Documentation Specialist and assures appropriate configuration, data, engineering data management, and deficiency reporting requirements are covered in all assigned program contracts.

Duties

Provide and assist in the administrative operations of the configuration management/quality assurance of Operational Flight Program software Preserve the integrity of the software by managing the software during its change process Reviews and directs the progress of configuration management and quality assurance in meeting program objectives Participates in discussions, meetings and serve on panels or committees

  • Most work is performed in an office setting. Incumbent may be required to travel by commercial or military air in the performance of TDY.
  • Work is mostly sedentary. Workloads are cyclic and may require intense concentration for several hours at a time. Configuration audits, reviews, and meetings at contractor sites require TDY.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This is a Maintenance Workforce Development Program (MWDP) Position. To be eligible, you MUST be a WG, WL, WS, or GS-5 or below employee currently working with the Air Force, OR eligible to apply as a military spouse assigned to a Formal Training Plan. This position is a developmental (GS-05 Target GS-11) position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-05. This position is covered by a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized. GS-05 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes applying analytical ability, judgement, discretion, and knowledge of a substantial body of administrative or program principles, concepts, policies, and objectives. Work is reviewed for accuracy and conformation to procedures and any special instructions. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Completion of 4-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of official transcripts. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying analytical ability, judgement, discretion, and knowledge of a substantial body of administrative or program principles, concepts, policies, and objectives in addition to a general knowledge of configuration management policies and guidelines. Work is reviewed for accuracy and conformation to procedures and any special instructions. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Completion of master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of policies, procedures, business practices and directives and methods related to configuration management, as well as a practical knowledge of contracting as it pertains to deliverable items, acceptance procedures, requirement documents, and statements of work, proposals, requirements lists; Impact and justification statements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Completion of Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of configuration, data, engineering data management, and deficiency reporting requirements as specified in military specifications and standards, and organizational directives. Knowledge of engineering drawings and contractor engineering control/release processes. Understanding of contractor estimating/pricing techniques as related to proposal evaluation. Knowledge of, and skill in, the use of principles of negotiation as required to reconcile diverse opinions that can arise from conflicts in ECP/CCP evaluation, contracting, engineering data/data management and audits. Knowledge of contractor operations and familiarity with the various management and technical disciplines involved in sufficiently understand technical and procurement terminology and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
