This position is located in the Office of the Secretary, Office of the Executive Secretariat-Executive Director/Human Resources (S/ES-EX/HR). The Human Resources Unit is responsible for providing consultative, operational, and policy advice and service to the senior-most leadership of the Department and is often tasked directly by the Under Secretary for Management for the most sensitive personnel actions involving senior leadership, foreign service, career, and political appointees.
Duties
Plans and conducts studies for efficiency of operations. Drafts reports of findings and offers recommendations for improvements in the organization's structure, staffing level and distribution, occupational competencies, work methods, or procedures.
Facilitates the flow of information up and down the chain-of-command, and makes the most efficient use of available resources in terms of numbers of Full-Time- Equivalent positions, contractors, positions, salaries, and procurement costs.
Designs and maintains spreadsheets that indicate the office's staffing allocations and on-board strength for management's use in making decisions on matters such as resource requests, recruitment priorities, and distribution of resources.
Maintains contact with Bureau and Departmental budget analysts and HR specialists to obtain the latest information on staffing resource levels allocated to the office, personnel accessions and attrition, and pending vacancies.
Attends meetings, briefings and conferences in the capacity of liaison. May serve as a member of ad hoc committees and study groups both internally and externally to the Department.
Requirements

- Must be able to obtain and maintain a Secret security clearance.
Qualifications

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience analyzing program operations, policies and/or procedures and providing recommendations to improve operational efficiency.
Experience collecting, analyzing, and researching data for evaluations of programs/operations.
Experience communicating orally and in writing to present complex facts, findings, and recommendations to senior level management.
There is no substitute of education for specialized experience for the GS-13 position.
