Duties

Serves as Team Leader. Plans and conducts a variety of studies to review and evaluate the effeteness/efficiency of substantive WSSC program operations and their interrelationships within the depot maintenance organizational structure. Performs manpower and organizational studies covering production support functions/ operations, workloads. Develops various plans of action to accomplish productions support near-term and long-range requirements. Serves as internal auditor for production support operations and serves as liaison to external audit agencies.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience must demonstrate applying qualitative and quantitative techniques in measuring effectiveness of a broad range of functional areas related to manpower, resources, production, training methods and team leadership. Performing analytical studies, task analysis, flow charting and workload factor analysis to identify deficiencies and recommend changes to improve organizational production and operations. Continually gathers, interprets, analyzes, correlates large amounts of narrative and statistical information and prepared reports on workload and productivity activities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and understanding of the major issues programs goals and objectives, work processes and administrative operations of the production flight organization to plan and perform studies. Knowledge of overall structures contents internal and external interfaces, updated procedures and use of automated maintenance systems and databases. Knowledge in applying qualitative and quantitative techniques for the analysis and measurement of the effectiveness, efficiency and productivity of the organization's administrative and technical program operations, carried out by personnel in the areas of supply, budget, maintenance and production. Knowledge and skill is required in adapting analytical techniques and evaluation criteria in the development of new or modified work methods, organizational structures, management processes, guidelines and procedures. Knowledge of policies and procedures for requisitions and issuing equipment and supplies. Ability to develop, prepare, coordinate, staff, and implement management policies, procedures, programs, and directives. Ability to communicate effectively, both orally and in writing. WORK ENVIRONMENT: Work is generally performed in a heated and ventilated, air conditioned, and well-lighted office setting. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
