Serves as a Human Capital Management Analyst and consultant on the full spectrum of human capital management functions at the Nimitz Warfare Analysis Center. This position will provide human capital program management advisory services to the senior leadership, supervisors and managers at all levels. This position is located at NIMITZ OPERATIONAL INTELLIGENCE CENTER.

Duties

You will serve as a Human Capital Management Analyst and consultant on the full spectrum of human capital management functions at the Nimitz Warfare Analysis Center. You will ensure that human capital contributes to the strategic direction of the organization. You will support organizational members and leaders with all aspects of human capital needs. You will cultivate and support a diverse and inclusive culture that supports organizational performance and ensure equity effectiveness. You will gather and analyze data to inform business decisions. You will design and implement business solutions to meet capital needs.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may requires a 2-Year DCIPS trial period requirement.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Provide human capital management advisory services to senior leadership, supervisors and managers; 2) Maintain and operate internal databases for all aspects of human capital operations required to analyze data and produce matrixes and reports; 3) Manage human capital management systems to ensure databases are current and fully populated with key information including workforce data extracted from agency HRO databases; 4) Analyze, review and evaluate human resources program areas and recognize problems/problem areas and take initiative to develop solutions to complex or unusual issues; 5) Promote the establishment and achievement of overall human capital management program objectives throughout the command. SPF: This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: describes your experience with human capital management or human resources programs, expertise in maintaining human capital databases, and/or your experience in navigating hiring processes to recruit new personnel.
