This position is located in the Technology Program Management Section (TPMS), Technology Directorate (TD) of the Executive Office (EXO), Antitrust Division. The EXO delivers the professional management services that power Division's people and mission. The Division works in the public interest to promote a competitive and productive American economy.
As the Chief of Technology Program Management Section, your responsibilities will include, but are not limited to:
Serves as Chief, Technology Program Management Section and is responsible for strategic planning and business solutions in support of managing the overall operations, administration, and delivery of critical business services for the CIO.
Develops the Division's IT projects including business solutions, long term budget planning, economical and effective use of resources, and determining the most appropriate strategic goals for maintaining efficiency and effectiveness of the Section.
Ensures the confidentiality, integrity, and availability of systems, applications, networks, and data working closely with the Director of Technology and Chief Information Officer (DTCIO), section chiefs, information system owners, and team members across TD.
Develops and implements Antitrust Division-wide governance and project management procedures, tools, templates, activities, and infrastructure to align program business practices with government-wide expectations.
Provides leadership in issuing directives that affect organizational operations, short-and-long term program missions, objectives, goals, and schedules or operational requirements to achieve new technological developments.
Plans, organizes, and directs the work of individuals and teams, and persuades or negotiates effectively with management to accept and implement recommendations where the IT proposals involve substantial Department resources, require extensive changes in established procedures, or may conflict with desires of management, key stakeholders, or Division-wide initiatives.
Provides high-level mission-enabling advice and counsel on operational strategic planning to the Director of Technology and other key Antitrust Division officials on matters relating to new or changing IT policies that affect current and existing business operations and programs.
Formulates policies and develops and implements strategies and management guidelines for complex and changing IT program/project metric data.
Provides expertise in conducting a wide variety of complex quantitative and qualitative analyses of Technology Directorate IT activities, program plans, and budget submissions to ensure operational readiness compliance.
Provides advice and counsel on both administrative and technical work; assigns work based on priorities and capabilities of employees; establishes deadlines and work priorities; plans work schedules, deadlines, and standards for acceptable work; monitors progress of work assignments; provides guidance and assistance in solving problems and reviews completed work for compliance with policy and overall adequacy.
Develops performance appraisal standards and evaluates work of subordinates; recommends employees for awards, training, or disciplinary actions; controls attendance and approves/disapproves leave requests; and hears and resolves minor employee grievances and concerns, referring group grievances and more serious unresolved complaints to higher level supervisor or manager.

Qualifications
To qualify for the position of Chief, Technology Program Management Section, you must meet the Basic Qualification Requirements AND possess the required Specialized Experience specific to the series and grade listed below. This experience must be identified in your resume.
Basic Requirements:
Attention to Detail - Is thorough when planning, developing, and carrying out vital tasks in managing IT projects and other IT business functions;
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; AND,
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience:
GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 grade level in the Federal service that includes the following duties:
Plans and organizes work by effectively formulating strategies, tactics, and action plans to achieve results;
Develops new theories, concepts, principles, standards, and methods and advises on integration and consolidation efforts between existing and proposed initiatives;
Plans, organizes, and directs team members to execute an IT program requiring substantial resources or changes in established procedures;
Plan, direct, and negotiate effectively with representatives from diverse organizations to reach accepted positions; AND,
Develops and interprets policies and guidelines, defends new and innovative IT solutions, and provides technical expertise, guidance, and consultation to senior agency officials.
