THIS IS AN ARIZONA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION
This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA).
This position is part of the AZ USPFO, Arizona National Guard under Position Description Number PDT0047000.
Duties
This position is located at the USPFO Purchasing and Contracting office in Phoenix, Arizona. The primary purpose of this position is to ensure successful market research, acquisition planning, contract award, contract performance management, and interpretation of contract law in order to provide the best, most efficient contracting strategies in support of the organization's vision, mission, goals, and objectives. Acting SCS when needed. Mentor and train junior Contract Specialists.
Requirements
- Federal employment suitability as determined by a background investigation.
- Participation in the Direct Deposit/Electronic Funds Transfer Program.
- May be required to successfully complete a probationary period.
- Males born after 31 December 1959 must be registered for Selective Service.
- Incumbent must possess and maintain a current state driver’s license.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
- The incumbent must meet the continuing acquisition education, training and experience requirements IAW DoDI 5000.66.
- In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- The incumbent must obtain and maintain secret security clearance.
- Irregular (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- Must possess a Level 1 and 2, DAWIA Foundational Certification (or equivalent).
- Applicant must possess a SAT Warrant or be able to pass the CORB within six months of appointment.
- All Series GS-1102 NG Title 5 Excepted Services Candidates' Packages Are Processed/Coordinated Directly To NG-J1 Through NGB OPARC For Final Concurrence Prior To Final Appointment.
- Must possess or be able to obtain a valid security clearance (Secret or Top Secret) within three months of appointment according to OPM Security Program Management Directives.
Qualifications
SPECIALIZED EXPERIENCE: Must have one year of contracting experience at the GS-11 level. Specialized experience must demonstrate the following: (1) Performing acquisition planning including market research and knowledge of a wide variety of contracting methods that satisfy mission needs and meet customer requirements, (2) Advising Contracting Officer Representatives and advising customers on procurement preparation and development of contractually acceptable specifications, work statements, and quality assurance criteria, (3) Reviewing procurement requests to assure clarity, adequacy, and completeness, and (4) Reviewing contract terms and technical specifications to identify any special requirements. Must have Level 1 and Level 2, DAWIA Foundational Certification (or equivalent).
Education
Must possess a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.
