Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As an Accountant, you will:
Perform accounting, analysis, and reporting to maintain financial integrity.
Ensure financial activities are accomplished in a manner consistent with applicable statutes, accounting standards, regulations, and other central government agency guidance; and validates the accuracy of financial reports.
Analyze and interpret accounting data and financial activities to determine compliance and appropriate application of Federal Accounting Standards and related financial management guidance.
Assess internal control processes, data structures, and systems, including related risks.
Perform studies, evaluations, and analyses to develop and implement solutions that resolve accounting issues that support accurate, reliable and consistent financial information, establish sound internal controls, and result in a clean audit opinion on the Agencies Financial Statements.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
- Developing or reviewing policies and procedural instructions for automated accounting or financial management systems; AND
- Ensuring compliance with Generally Accepted Accounting Principles (GAAP) and other authoritative sources (such as American Institute of Certified Public Accountants, Federal Accounting Standards Advisory Board, Financial Accounting Standards Board, Government Accountability Office, Governmental Accounting Standards Board, or Office of Management and Budget); AND
- Preparing, analyzing and interpreting accounting data, records, and reports (i.e. SF224, Intragovernmental Reports, Standard General Ledger, cash reconciliations, funds control, or managing administrative funds); AND
- Independently conducting special studies or specialized projects and assignments.
Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes:
- General ledger accounting experience, such as the ability to reconcile to subsidiary ledgers; AND
- Interpreting and applying accounting policies and procedures; AND
- Preparing, analyzing or auditing accounting data and communicating to various stakeholders; AND
- Ensuring compliance with Generally Accepted Accounting Principles (GAAP) and other authoritative sources (such as American Institute of Certified Public Accountants, Federal Accounting Standards Advisory Board, Financial Accounting Standards Board, Government Accountability Office, Governmental Accounting Standards Board, or Office of Management and Budget).
OR Education: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree.
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent.
Specialized Experience: For the GS-09 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes:
- Operating, maintaining or monitoring automated accounting systems; AND
- Preparing reconciliations and reports; AND
- Researching and analyzing accounting documents; AND
- Interpreting and applying accounting policies and procedures.
OR Education: You may substitute education for general or specialized experience as follows: A Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
OPM instructions.
Basic Education Requirement
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelors degree or higher in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting/auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant/auditor.")
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level prossional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
