Duties

Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position. This position is located in the Office of the Senior Vice President of Board Authorized Finance (OBAF) of the Export-Import Bank of the United States (EXIM Bank) and is assigned to the Transportation Portfolio Management Division with OBAF. The primary responsibility of the position is to support the most complex international portfolio of financial transactions under the guidance of the supervisor. At the full performance level, duties include, but are not limited to: Serves as a relationship manager for borrowers, lenders, and exporters for complex portfolios of transactions. Portfolios may be under development (pre-authorization) or in the operative stage. Manages and services complex transactions, including long-term corporate and structured transactions, asset-backed transactions, and participation in limited recourse project finance transactions. Coordinates and accomplishes the day-to-day activities for transactions. Communicates regularly and routinely with customers and stakeholders to discuss the specific issues regarding potential transactions, pending applications or operative transactions to foster the full and beneficial use of all the bank's relevant products. Monitors country developments as they relate to the macroeconomic operating environment, sectoral developments, and trends affecting a borrowers' industry segment, and structural changes within the sector, such as privatization and deregulation efforts. Utilizes resources such as contact with exporters, borrowers, lenders, government officials, the internet, library, and other research methods. Prepares written reports on country conditions as required. Collects and reviews various documentation during asset management to evaluate the borrower's financial condition, ensure compliance with executed agreements and determine capacity to repay potential debt. Evaluate the ability of exporters, suppliers, off takers and other participants to perform under the terms of the transaction or contract and/or project viability. Negotiates, under management's guidance, with participants for financing terms, guarantees, risk sharing arrangements, other credit enhancements, credit restructuring or other modifications, as necessary. Coordinates with other Division of the Bank as transaction specifics warrant. Identifies key issues and recommendations in a memorandum and advocates the recommendation to the approval body. Completes various reports based on transaction report requirements and/or transaction report preparation procedures which can include credit memoranda, board memoranda, amendments, annual risk rating reports, and restructuring reports. Independently complete required reports with little to no supervision. Reviews and responds to requests from borrowers for extensions, payment deferments, consents, waivers, and other modifications related to pre- and post- operative loans and guarantees, as applicable. Participates in negotiations of legal documentation.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): GS-13: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-12 level in the Federal Government. Specialized experience includes: Experience in financial statement analysis and intermediate accounting; Experience in analyzing diverse corporate finance structures such as asset-based, limited recourse project finance, export finance or restructuring problem loans; and Experience in mobilizing the necessary internal and external resources to achieve a successful outcome. Education cannot be substituted for experience at the GS-13 grade level.
