Duties

Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position. This position is located in the Office of the Senior Vice President of Board Authorized Finance (OBAF) of the Export-Import Bank of the United States (EXIM Bank) and is assigned to the Asset Management Division (AMD). The position would serve as the Deputy Vice President of AMD. The primary responsibility of the position is to support the Vice President in formulating policy, managing the division's day-to-day administration of activities with respect to transaction management, and to supervise other staff in the division. Duties include, but are not limited to: Assists supervisors and loan specialists with, and as necessary leads in, structuring simple to complex transactions, reviewing the financial documents related to the borrower's financial and operational structure, determines reasonable assurance of repayment for operative transactions, recommends and/or approves potential changes to structures to improve a borrower's performance and/or competitive circumstance. Assists the Vice President in setting, revising, amending and implementing overall policies and procedures for the division, the office and the Bank. Directs internal working groups and committees which develop, evaluate and recommend improvements in EXIM Bank's programs, policies, or processes. Ensures the application of policies and procedures across the organization with respect to credit underwriting, asset management and asset recovery operations, including but not limited to strong fundamental knowledge of relevant market and applicable sector specific issues, application process, credit standards, documentation requirements, credit administration procedures, portfolio management, claims processing and recovery techniques. Supervises and provides technical and administrative direction to subordinate staff of Loan Specialists and/or supervisors at the GS-15 and below grade level. Ensures the timely completion by subordinates of report requirements according to EXIM Bank and/or divisional transaction report preparation procedures. Travels domestically or internationally, as required, to perform business activities. Represents EXIM Bank as an expert at interagency meetings, speaks at public conferences on EXIM Bank programs and experience in the market, represents the bank when visiting foreign delegations, and other public-facing duties as required. Has oversight responsibility for key sectoral business relationships, banking relationships interagency partnerships, government entities and public and private sector organizations, with whom loan specialists interact in the course of developing, evaluating, authorizing, and managing transactions.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): GS-15: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government or other equivalent pay systems. Specialized experience includes: Experience with formulating, setting, revising, amending and implementing policies and/or procedures for a division or group or office; Experience providing technical and administrative direction to staff as a manager or supervisor; Experience assisting or leading the structuring or restructuring of complex financial transactions, reviewing transaction documents, and recommending and/or approving potential changes to transaction structures to improve a borrower's performance or the overall repayment viability of a financial transaction. Education cannot be substituted for experience at the GS-15 grade level.
