Duties

Assists the Assistant Secretary, Land and Minerals Management (ASLM) by reviewing, analyzing, coordinating, and ensuring the implementation of policies applicable to public lands managed by the BLM. Ensures that the viewpoints, perspectives, and procedures of the BLM are properly understood and effectively communicated to the ALSM, and likewise, in return. Acts as Subject Matter Expert to ASLM on BLM issues Evaluates policies and strategies for implementing policies to ensure the achievement of established objectives, adhering to the Administration’s policies and established regulations and laws, and meeting the needs of the BLM. Identifies, assesses, and evaluates major statutory, regulatory, and policy proposals submitted for ASLM review and approval to provide input and analysis of the immediate or potential impacts to existing or proposed projects. Develops, edits, and reviews, as appropriate, policy position papers and other memoranda for presentation to the Secretary, Deputy Secretary, and other senior members of the Office of the Secretary.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: experience carrying out complex assignments in a collaborative manner, frequently involving multiple internal and external groups and teams as it related to conventional energy development and/or your experience with non-conventional development uses such as recreation, timber management, grazing, conservation, species and habitat management or infrastructure development, as well as planning, leasing, permitting, authoring, inspection, enforcement, revenue generation, and environmental review as procedures relevant to these activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. There are no qualification requirements for a detail assignment. However employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level.
