This position is part of the WAPA-CRSP-ColoradoRvrStorgPrj. As a Public Utilities Specialist (Contracts and Energy Services), you will perform tasks developing, negotiating and administrating contracts. This is not a remote position. The selectee will be required to be physically present at one of the duty locations below. Loveland, CO Lakewood, CO Montrose, CO Billings, MT Salt Lake City, UT Phoenix, AZ

Duties

Prepares, reviews, analyzes, and evaluates complex studies and technical reports involving marketing criteria, integrated resource planning, system planning, operational studies, and utility economic reports, which may be used for the negotiation and administration of power sales, transmission, and facility contracts. Develops, negotiates, and reviews complex contracts for electric service, interchange transmission services; facility additions, modifications, operation, and maintenance; power purchases or sales; renewable energy programs and miscellaneous arrangements. Evaluates and reviews simple and complex IRPs for acceptance and ensures they comply with applicableregulations. Provides IRP technical assistance to customers as requested.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: GS - 9: Experience analyzing, developing, writing, or administering technical, legal, or contractual documents. OR Master's or equivalent graduate degree or 2 full years of progressively higher-level6. graduate education leading to such a degree or LL.B. or J.D., if related. GS-11: Experience in utility industry or fundamental understanding of electric power and electric utility concepts. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. GS-12: Experience in the electric power industry; OR experience developing, negotiating, and administering contracts for electric service, transmission services; facility additions, modifications, operation and maintenance; or power purchases and sales; OR knowledge and understanding of electric utility industry concepts, theories, structure, policies, and practices. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Education

Education may be substituted for specialized experience as follows:

GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related

GS-12: Education cannot be substituted for experience.
