This position is part of the Warfare Centers Personnel Demonstration Project. The NT-6 pay band encompasses positions equivalent to GS-14 and GS-15.
You will serve as the Training Operations Manager in the Range Systems Engineering Department; Live, Virtual, Constructive Training Division; Navy Continuous Training Environment (NCTE) Operations Branch (Code RS20TF) of the Naval Surface Warfare Center Corona Division.
Duties
You will manage operations subject matter expertise for full spectrum live, virtual, and constructive (LVC) training support.
You will provide management and oversight of the Training Operations Branch (RS27) and LVC Operations Director SME's within RS20T.
You will oversee and manage Joint Exercise Lifecycle (JELC) subject matter expertise to designated planning conferences, engineering functional and operational tests, dress rehearsals and event execution.
You will oversee all LVC support coordination for other directed areas including Fleet experimentation and Navy participation in Joint experiments and exercises.
You will ensure resources are provided to address technical support to the Navy MOC Training Team and planning and execution of FST-Operational Level of War (FST-O) training and certification events.
You will oversee LVC training support to ensure the proper complement of L, V, and C tools to meet the event/exercise objectives.
You will work closely with Fleet Command Stakeholders and other DoD organizations to identify training/mission objectives which drive the detailed LVC systems and capabilities which will be required in the future.
You will work closely with other senior management leaders to ensure that LVC Operations are addressed as part of a cohesive and complete LVC support environment.
You will establish objectives, set priorities, and use internal controls, goal setting techniques, delegation, and team building to effectively manage the Training Operations group.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to perform occasional sea duty.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-5 pay band (GS-13 and GS-14 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a mastery of qualitative and/or quantitative methods to ensure the effectiveness of a major training program. Examples of qualifying experience may include (1) knowledge of training range systems including tracking instrumentation, Electronic Warfare, Information Operations, Scoring Systems, C4I, Targets, etc. (2) knowledge of current tactics and threats relevant to warfighter training; (3) knowledge at the SME level in supporting the execution of large-scale training and experimentation exercises and events.
