You will serve as a PROGRAM MANAGER (Deputy NCTE Program Manager) in the Live Virtual Constructive Training Division of the Range Systems Engineering Department of NAVAL SURFACE WARFARE CTR CORONA DIV, Virginia Beach, Virginia, Detachment.

Duties
You will serve as the Deputy NCTE Program Manager for execution of NCTE program management functions outlined in Commander, U.S. Fleet Forces (USFF) and Commander, Pacific Fleet (CPF) training instructions and directives,
You will recommend and defend complex and potentially controversial strategies, objectives, and priorities, to the Program Manager, and lead change to support the NCTE Program Manager,
You will independently establish and oversee execution of approved NCTE program contract and quality program plans,
You will represent the command and the NCTE Program Manager at senior level contract forums including briefings at the Flag/SES level at NSWC HQ and USFF,
You will coordinate with key stakeholders at executive steering committee meetings and subordinate working groups to ensure contract strategy and quality program alignment with CNO and Fleet Commander priorities,
You will develop and execute contract strategies and align contract acquisition to support the Navy's LVC Training vision,
You will provide authoritative direction, advice, and consultation in developing and executing a $1.5B (FYDP) contract strategy for Research, Development, Test and Evaluation and Operation and Maintenance support services,
You will coordinate contract strategy with command and external contracting officers, monitoring ceiling availability and five-year budget estimates, briefing contract requirements to NSWC and USFF Flag offers/SES,
You will develop networks, build alliances, collaborate across boundaries, working with stakeholders including USFF senior customers, PACFLT, CNAP, and SMEs in other RS20 management pillars,
You will perform additional program management functions required to sustain and improve efficient, effective management of the fleet's LVC training, integrating architecture and environment,
You will provide day to day financial management of NCTE functions,
You will manage customer relationships and programs, assess contractor performance, execute the Command strategic direction, create and promote a shared vision of the organization, and foster cooperation, communication, and consensus among groups.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-05 pay band (GS 13-14 grade level equivalency) in the Federal service or equivalent experience in the private or public sectoranalyzing or evaluating financial and business operations (e.g., business strategies, budgets, direction, issue resolution) to optimize Navy Continuous Training Environment (NCTE) Fleet Training mission objectives.
