You will serve as a PROGRAM MANAGER in the CYBER ENGINEERING AND DIGITAL TRANSFORMATION DIRECTORATE of NAVSEA HQ FIELD SUPPORT. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.

Duties

You will develop and execute plans to expand the Cybersecurity Test and Evaluation branch to build competence in the Cybersecurity Test and Evaluation functional area. You will liaise with industry appropriate agencies to incorporate Cybersecurity Test and Evaluation into efforts that align with ongoing ship platform systems and warfare systems acquisition and lifecycle sustainment processes. You will support efforts to update, revise or develop policy and/or guidance to facilitate communication, collaboration, and widespread dissemination of cybersecurity test and evaluation knowledge and competency across the NAVSEA Enterprise. You will identify and secure program funds for cybersecurity test and evaluation land-based testing capabilities, technical support, and headquarters oversight for cybersecurity strategic initiatives and efforts. You will direct multidisciplinary or cross-functional teams to plan and execute cybersecurity test and evaluation initiatives and analytics to improve the security posture of new and upgraded warfare, combat, and major ship systems. You will identify, communicate, and champion the use of cybersecurity test and evaluation best practices to provide leadership and guidance across programs. You will collaborate with cybersecurity technical warrant holders on initiatives to integrate cybersecurity test and evaluation results into risk assessments for control and monitoring systems, and assessment and authorization processes. You will leverage results from system analysis and test and evaluation events to mitigate cybersecurity risk by integrating solutions to protect and authorize systems using the Risk Management Framework (RMF). You will oversee development, use and sustainment of NAVSEA cybersecurity analytic capabilities, tools, and ranges. You will collaborate with NAVSEA program offices, technical warrant holders, and technical agents to drive innovation and automation of NAVSEA cybersecurity analytical tools and capabilities. You will leverage cybersecurity analytic assets for risk management and developmental test and evaluation efforts.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-03 (GS-13) in the federal service or equivalent experience in the private or public sector leading the development or implementation of cybersecurity strategies for ship systems or subsystems.
