The primary purpose of the position is to support the research needs of the National Gallery and Center staff, visiting scholars, and the local, national, and international art community, and serves as the library’s chief technical representative to other National Gallery IT initiatives and consortial library projects. The incumbent serves on the staff of the Collections, Exhibitions, and Programs officer, under the supervision of the chief librarian.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the GS-2210-13. A Specialized experience is at least one year of experience at the GS 12 in federal service or equivalent with experience maintaining access to an automated library service, including all functions of the integrated library system, subscription databases and other internal and external electronic resources, assessing user needs, and documenting system changes.   Your application and resume must demonstrate that you possess the following knowledge, skills and abilities (KSAs). Do not provide a separate narrative written statement. Rather, you must show in your resume how your past work experience demonstrates that you possess the KSAs identified below. If asked to do so, cite specific examples of employment or experience contained in your resume and describe how this experience has prepared you to successfully perform the duties of this position. DO NOT write "see resume" in your application! Those applicants who meet the minimum qualification requirements will be evaluated against these factors to determine the best-qualified candidates. 1. Mastery demonstrated knowledge of information system development and experience with the operation and maintenance of IT technology ecosystem in general and particularly of library service platform, familiarity and experience with Ex Libris’ Almo/Primo library services platform and its integrations with other systems; familiarity with scripting and working with APIs; experience with systems testing and evaluation principles, methods, and tools; experience with reporting and analytical methods and practices. 2. Demonstrated ability to conduct analyses, identify and define business or technical requirements, recommend resolution, and apply to formulating the design, development, implementation, management, and support of information systems and support the research needs of the National Gallery, library staff, and other library clientele. 3. Knowledge and skill to apply standard web interface display and application technologies, including user experiences, information architecture, web standards, and web analytics. 4. Excellent oral and written communication skills sufficient to provide clarification and guidance on complex IT issues to audiences within and outside of the library division, the National Gallery, system vendors, and information technology specialists in peer institutions. 5. Demonstrated ability to work effectively with a wide variety of professional and technical staff in the library, museum, and information technology field, including ability to keep abreast with new and emerging information technologies and/or industry trends. All academic degrees and coursework must be from accredited or pre-accredited institutions.

GS-5 and GS-7 (or equivalent):
