The Pharmacy Supervisor (Pharmacoeconomics) functions under the general supervision of the Pharmacy Service in providing direct oversight and accountability of pharmaceutical costs at the Jesse Brown VA Medical Center and its accompanying community-based outpatient clinics (CBOCs). The Supervisor responsible for pharmacoeconomic program development, implementation, monitoring and reporting.
Duties
MAJOR DUTIES AND RESPONSIBILITIES:
PROGRAM MANAGEMENT/ADMINISTRATIVE:
Develop, implement, and manage program to optimize drug therapy costs, including participation in the development of disease management programs.
Interface with internal and external customers to identify, develop and implement appropriate formulary programs, outcome assessments, and research activities.
Design, complete and report drug utilization evaluations.
Estimates of cost outcome relationships, including sensitivity analysis of cost outcome assessments.
System impact assessments, including estimated usage, characteristics of the designated patient population, comparison against other medication agents, other affected parties/resources, and cost related to treatment adverse outcomes.
CLINICAL FUNCTIONS:
Monitors medication usage trends in both outpatient and inpatient settings at Jesse Brown VA Medication and its associated CBOCs.
Serves as a resource to the pharmacy staff and other healthcare professionals for topics related to Pharmacoeconomics, cost avoidance initiatives, formulary conversions, drug shortage, and medication recalls.
Manages the VHA formulary and implements additions/removals to VHA formulary by assisting with designing ordering screen changes, coordinating with procurement, and informing staff when applicable.
May assist with review of prior authorization drug requests and/or other medication requests to ensure high quality patient care as well as feasibility related to procurement, operations, and costs.
EDUCATION AND RESEARCH:
Responsible for precepting pharmacy residents and/or pharmacy students during various rotations (Pharmacoeconomics/formulary management, procurement, etc.).
Providing precepting support in various resident-related projects (including, but not limited to, cost savings proposals, newsletters, topic discussions, research).
Responsible for educating pharmacy administration, healthcare providers, and pharmacy staff members on on-going initiatives, such as formulary conversions, medication recalls, and drug shortages.
Responsible for coordinating IRB approved research projects for pharmacy staff and residents.
Provide in-services to staff upon request by pharmacy and facility administration.
Participate in developing criteria for drug utilization evaluations, data collection, trending reports, and other quality assurance activities, as required, to ensure appropriate and cost-effective drug utilization.
Performs other duties as assigned.
Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: You must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination(FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the Basic Requirements above, applicants must meet the following grade requirements.
SPECIALIZED EXPERIENCE GS-13 LEVEL: You must have at least one (1) year of experience equivalent to the next lower grade level (GS-12) or equivalent, which is directly related to the Facility Program Manager position which manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities.

In addition, you must fully demonstrate the following KSAs:
1. Ability to effectively supervise subordinate staff.
2. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
3. Expert understanding of regulatory and quality standards pertaining to pharmacy.
4. Skill in managing people or programs.
Preferred Experience: Previous experience in Pharmacoeconomics and/or Formulary Management

The full performance level of this vacancy is GS-13.
Physical Requirements: The work is sedentary. There may be some walking, standing, bending, and carrying of light items.
