The Associate Chief of Operations for Pharmacy Service functions administratively under the Pharmacy Chief with planning, directing, and coordinating comprehensive pharmaceutical care services, so that all resources and program activities are available to successfully achieve the service and medical center mission in this multispecialty facility, which includes a diverse teaching, research, and medicine hospital and an extensive, multisite ambulatory clinic program.

Duties

Responsible for the overall operation and scope of pharmacy activities performed in outpatient and inpatient pharmacy programs and associated CBOCS. Assesses outpatient and inpatient pharmacy programs from a cost and patient outcome perspective to provide a full range of pharmacy services at this facility at the highest standards. Assesses workload and adjusts staffing to meet the needs of the outpatient and inpatient services. Provides justification for additional resources as needed. Under the direction of the Chief, conducts of participates in Pharmacy and Pharmacy led quality improvement projects. Responsible for various medication use and quality/safety indicators for the Medical Center. Assists in the development, implementation, and evaluation of programs for quality improvement of pharmacy services. Serves as the preceptor for the PGY-2 Pharmacy Health System Administration and Leadership Residency Program as well as the coordinator of the Pharmacy Administration Internship Program. Ensures staff involvement and communication for development and implementation of policies and procedures. Assumes an active role in staff development of peers and provides educational opportunities to nursing, medical staff, and to other ancillary services. Performs all other duties as assigned. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. OR, Graduate of a foreign pharmacy degree program if you are able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. Grade Determinations: Specialized Experience, GS-14: In addition to the GS-13 requirements, you must have at least 1 year of experience equivalent to the next lower grade level, GS-13. This experience may include, but not be limited to: Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Has extensive responsibility for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. Assesses workload and adjusts staffing to meet the needs of the outpatient and inpatient services. Effectively works and communicates with HR staff in all steps of the recruiting and hiring process. AND, Demonstrated Knowledge, Skills and Abilities (KSAs): In addition to the specialized experience described above, you must be able to demonstrate all the following KSAs: 1. Skill in persuading others and gaining cooperation to accomplish goals. 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 3. Skill in utilizing regulatory and quality standards to develop and implement operational programs. 4. Skill in managing multiple and diverse people or programs. 5. Skill in utilizing available resources to support the mission and goals of the organization. 6. Ability to plan, organize and direct the functions of the pharmacy staff. Preferred Experience: Management of complex Pharmacy Operations and supervisory experience preferred. Physical Requirements: There may be some walking, standing, sitting, bending, and carrying of light items.
