This position is located at the Jesse Brown VAMC, Chicago IL, supporting the VISN 12 program office (Clinical Resource Hub) which provides direction and oversight to eight VHA facilities and 38 community-based outpatient clinics (CBOCs) in the Network. Remote work is available for highly qualified applicants.
Duties
The Veterans Integrated Service Network (VISN) Clinical Resource Hub (CRH) Pharmacy Section Chief, is a VISN based leadership position located in VISN 12. The CRH Pharmacy Section Chief is under the general supervision of the VISN CRH Director. This position is responsible for the leadership, management, and operations of the VISN level Clinical Pharmacy Specialty CRH (CPS) Programs. The CRH Pharmacy Section Chief will work directly with VISN CRH leadership (e.g., Pharmacy, Primary Care, Nursing, etc.) and VISN leadership (e.g. VISN Primary Care, Telehealth, Pharmacy, Nursing lead, etc.) to ensure that the CRH CPS services are high performing.
CRH is a repository of clinical and administrative staff that serve all Veterans Affairs facilities within a Veterans Integrated System Network (VISN). Staff within the CRH are expected to provide inter-professional services to VISN facilities that are underserved or experiencing gaps in services due to the inability to match provider supply with demand. Services provided by CRH staff are conducted via multiple modalities, including virtual and in-person care. As the VISN CRH Pharmacy Section Chief, this individual is responsible for CPS services and programming for the VISN with a focus on CPS programming, direct care, and training.
Duties
Provides leadership, management, and oversight of respective VISN CRH CPS providers and the efficient implementation of these services throughout the VISN
Works collaboratively with the VISN Pharmacy Executive (VPE) to ensure VISN CRH CPS services are consistent with professional standards, gaps and needs
Collaborates in the development and maintenance of written policies and procedures defining operational requirements for the VISN CRH CPS program
Functions as the VISN CRH CPS provider subject matter expert and serves as an advocate and educator on CRH and CRH CPS provider services to various levels of leadership, including VISN and VA facilities.
Maintains strong relationships and communication with various national (e.g., National CRH Leadership Team), VISN (e.g., VISN Pharmacy Executive), and facility level leadership (e.g., CRH host facility, VAMC Chiefs of Pharmacy) to ensure CRH
CPS provider functions meet expectations and proper requirements
In collaboration with the CRH Director and VPE, participates in recruitment and selection of all new CRH CPS staff within the respective VISN
In collaboration with the VPE, conducts performance reviews, recommends appointment, special advances, within grade increases, or disciplinary action to the Pharmacy Professional Standards Board and CRH leadership as appropriate

In collaboration with the VPE, establishes work schedules and assignments to ensure adequate coverage and acts upon leave requests according to VA policy
Promotes good labor management relations and supports Equal Opportunity program initiatives in daily activities
Maintains responsibility for the training of VISN CRH CPS providers and assures that the necessary aspects of orientation are reviewed and completed as determined by the National CRH Leadership Team and Pharmacy Benefits Management (PBM) Clinical Pharmacy Practice Office (CPPO).
In collaboration with the VPE, assesses workload data, including patient panel size, staffing, and efficiency in addition to the evaluation of appropriate use of available hours, qualifications of staff, technology, overtime, and call-back; makes staffing adjustments, as needed, based on this information.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Must be proficient in spoken and written English.
Education:
Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.
Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure: Full, current, and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
Grade Determinations:
Specialized Experience, GS-14. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level.
Assignment. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
Individual is assigned as Chief at Facility Complexity Level 2 or 3 medical facility, but assignment does not have the high level of complexity to support a GS-15 grade as defined in paragraph (5)(b) below. Responsible for all aspects of pharmacy services at a medical facility by maintaining effective interdepartmental relationships, demonstrating active problem resolution skills and close cooperation with other programs and services in accomplishing the medical facility mission and goals. Responsible for budget management, determining resource needs, allocating resources, ensuring proper utilization in productivity, efficiency, and cost effectiveness of the operation. Formulates objectives and priorities and implements plans consistent with the long-term interest of the organization, capitalizing on opportunities and managing risks. Responsible for compliance with all safety,
regulatory, and accrediting body requirements. Delegates authority to several supervisory and program levels to meet the goals of the service and staff. Ensures orientation and training programs are established to ensure staff development, oversees academic affiliations, and participates in medical facility, VISN, National, other external governmental agencies, and professional associations.

Preferred Experience: In addition to the basic Qualification Standard: at least 2 years in a supervisory role; and completion of ASHP-accredited PGY-1 Pharmacy Practice Residency and/or PGY-2 Specialty Pharmacy Residency (in an applicable specialty) or equivalent experience in the major duties for at least 3 years.

Physical Requirements: Employees are typically expected to work forty hours per week. This may include evenings and weekends functioning as a CPS. Principle duties require repetitive use of hands and fingers (e.g., handling prescriptions, use of a computer keyboard, etc.). May require lifting and carrying light loads (up to 25lbs.), including boxes, packages, and equipment, stooping or kneeling (e.g., to pick up items from the floor, remove and replace items on lower shelves, and to file documents in lower file drawers, etc.); sitting, walking, or standing for long periods of time (4-8 hours). Normal ranges of hearing and vision are required to perform work and communicate effectively; must have the visual ability to distinguish between basic colors and shades of color. An ability to perform tasks requiring rapid mental and muscular coordination functions simultaneously is necessary. Employees must be physically capable of operating various types of equipment used on the job. Employees may be asked to work voluntary overtime within different pharmacy locations during periods of extreme staffing shortages. If there are no volunteers, reverse seniority will be utilized to work mandatory overtime within their respective clinical areas or as coverage for fellow pharmacy specialists.
