PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended. This position is located at Bureau of the Fiscal Service, Deputy Commissioner Financing and Operations, Wholesale Securities Services. As a Financial Systems Analyst, you will be responsible for the execution of the auction process, financial and technical analysis, conducting special projects, and working with automated systems in the office.

Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Demonstrate ability to analyze issues, troubleshoot problems, and recommend solutions to enhance processes, operational efficiencies, and systems in an automated, financing operations environment. Participate with other Treasury employees, Federal Reserve employees and industry representatives on task forces, work groups, and project teams. Assist and advise executive and senior management of WSS in planning and executing Fiscal Service's role in the administration of debt management decisions and the commercial book-entry system. Utilize personal computers and applicable software including spreadsheets, word processors, and database management packages. This also includes the ability to write queries to extract data from databases maintained on mainframes, personal computers, or client servers and the ability to produce reports.

Qualifications

You must meet the following requirements by the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience For the GS-12 is defined as one year of experience at the GS-11 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes providing project support, performing financial and technical analysis in order to identify issues and provide recommendations for improvement of systems, programs or processes. Examples of such experience could include: - Analyzing and developing project plans; OR - Performing automated system testing; OR - Defining and writing system requirements and test scripts; OR - Identifying and resolving issues and problems; OR - Supporting automated system development and design. Specialized Experience For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes: - Experience conveying technical information to an operation staff in an automated environment; OR - Experience conducting software or application testing and documenting findings. OR You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree, OR3 full years of progressively higher level graduate education leading to such a degree, OR LL.M., if related OR A combination of education and specialized experience listed above. Specialized Experience For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes: - Experience applying analytical techniques to identify or resolve operational issues or problems; AND - Experience presenting findings, verbally and in writing, to varied audiences, exchanging ideas, and presenting recommendations; AND - Experience automating processes with spreadsheets. OR You may substitute education for general or specialized experience as follows: Master's degree or equivalent, OR2 full years of progressively higher level graduate education leading to such a degree, ORLL.B. or J.D., if related. OR A combination of education and specialized experience listed above. Specialized Experience For the GS-07, You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. You must meet the specialized experience requirement for this position. Specialized experience for this position includes ALL of the following: - Applying and following rules, and regulations, and procedures in order to convey financial and technical information to customers; AND - Communicating verbally and in writing in order to make recommendations or provide instruction; AND - Experience using and navigating among multiple systems and applications concurrently. OR You may substitute education for general or specialized experience as follows: 1 full year of graduate level education OR a Bachelors degree with one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR You may qualify based on a combination of education and experience.
