This position is part of the National Archives and Records Administration, Office of Research Services, Electronic Records Division, Processing Branch. Incumbent is responsible for processing transfers of electronic (born-digital) archival records. The work encompasses a broad range of functions including verifying, arranging, reformatting, describing, and preserving electronic archival records.
Duties
The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As an Archives Specialist, you will:
Carry out a wide variety of complex actions required to transfer the legal and physical custody of federal agency or court records to NARA.
Carry out a wide range of actions required for processing archival records according to NARA policies, procedures, and standards. Processing actions may include development of processing plan denoting appropriate level of processing; processing of records based on processing plan, including manual or automated verification of files; conversion actions as needed to preserve files in an acceptable format; content assessment; and access and use restriction confirmation.
Carry out or participate in projects to improve online content about holdings and/or prepare records for online access.
May research and propose new approaches to processing complex electronic records formats.
Support and assist with projects managed by their supervisor. Complete assigned tasks for projects under direction of supervisor.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
- Performing record maintenance, processing, or preservation actions in adherence with archival principles, procedures and record keeping practices; AND
- Using judgment and analysis to determine the proper course of action needed to accomplish an assignment; AND
- Experience using general office software applications to complete work assignments and experience utilizing various archival systems, software, or databases to manage records or complete other tasks.
OR
Master's or equivalent graduate degree
OR
2 full years of progressively higher-level graduate education leading to such a degree
OR
LL.B. or J.D., if related.
OR
COMBINATION: You may qualify on a combination of education and experience. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Specialized Experience: For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized Experience for this position includes:
- Experience working with archival records in any format; AND
- Applying regulations and policies to complete work assignments; AND
- Using general office software applications to complete work assignments.
OR
1 full year of graduate level education
OR
SUPERIOR ACADEMIC ACHIEVEMENT: Based on a Bachelors degree that is demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society.
OR
COMBINATION: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-09, you must have been at the GS-07level for 52 weeks.
For the GS-07, you must have been at the GS-05level for 52 weeks.
Education
Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
