About the Position: Serves as the Property Book/ Accountable Officer (PBO/AO) for the Central Issue Facility (CIF) and Enhanced Army Global Logistics Enterprise (EAGLE) Quality Assurance Evaluator (QAE) for the ASC Logistics Support Services Contract.
Duties
Manage property assets utilizing automated tools/systems such as or similar to Central Issue Facility-Installation Support Module (CIF-ISM); Installation Status Report (ISR); and Wide Area Work Flow (WAWF).
Serve as a Property Book Officer (PBO) and a Stock Record Accounting Officer (AO) to maintain and monitor a Property Accountability Program.
Develop reports using automated accounting systems to ensure property records are maintained in accordance with policy and regulations
Process Financial Liability Investigation of Property Loss (FLIPL), investigations, and collection vouchers complying with timelines and regulation requirements.
Apply analytical and evaluative methods and techniques to conduct studies on the efficiency and effectiveness of program operations.
Serve as a Subject Matter Expert on Army Retained Issue Policy.
Serve as a Subject Matter Expert on Accounting of Organizational Clothing and Individual Equipment.
Analyze failures/shortfalls, weaknesses to implement a corrective action plan.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is designated as Weather Essential.
- Incumbent may be required to travel up to 20% of the time.
- This position is designated as Mission Essential. The position is needed to ensure facility operations in support of Continuity of Operations Programs (COOP) .
- Position is subject to "ON-CALL" after normal duty hours.

Specialized Experience: One year of specialized experience which includes demonstrated experience: utilizing an automated supply system or software to account for and manage property and/or supply assets; conducting research to identify cause of inventory or hand receipt discrepancies; AND providing technical support and/or advise on supply and property management activities, such as Table of Distribution and Allowance (TDA), Modified Table of Organization and Equipment (MTOE), Common Table of Allowance (CTA). This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-11).
