About the Position: Incumbent serves as the Property Book Officer / Stock Record Accountable Officer for the Ammunition Supply Point and Enhanced Army Global Logistics Enterprise Quality Assurance Evaluator for the ASC Logistics Support Services Contract providing installation formal accountability of the Stock Record Account.
Duties
Ensure the proper maintenance and accountability of Stocks assigned to the Property Book/Stock Record Account.
Provide government oversight of automated property records and serve as the Army Field Support Battalion’s (AFSBn) subject matter expert on the Logistics Information System (LIS) utilized for stock management and ancillary automated tools.
Ensure that the contractor provides the quality and quantity of service required and complies with all contractual terms and clauses.
Resolve discrepancies with the contractor and ensures corrective action is taken.
Prepare Contract Discrepancy Reports for unresolved problems.
Serve as the Subject Matter Expert and Technical Advisor to senior management officials and staff on the Installation for work center operations and stock management policy and procedures.
Review Inventory Adjustment Reports (IAR) and Financial Liability Investigation of Property Loss (FLIPL) submissions for completeness and accuracy. Initiate FLIPLs on lost, damaged, or stolen supplies or material.
Conduct studies to isolate distribution effectiveness problems.
Determine funding and support requirements.
Monitor compliance with Inter and Intra Service Support Agreements (ISSA).
Interpret/apply logistical management policies/procedures, government quality standards and Federal acquisition regulations to implement a quality assurance surveillance program to evaluate the performance of contracted logistics support services.
Utilize automated supply systems reports and/or data to determine trends and/or discrepancies and prepare reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed Tier 1 background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 20% of the time.
- This is a Mission Essential position. In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster), required to report to work or remain at work as scheduled to support mission operations.
- This position is subject to "ON CALL" after normal duty hours.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Specialized Experience: One year of specialized experience which includes: (1) providing technical support for supply and property management functions; (2) performing contract oversight to ensure compliance with contractual terms and clauses; (3) resolving supply problems/issues or providing alternate courses of action to resolve supply problems/issues; and (4) utilizing automated supply systems or software to account for and/or manage property and/or supply assets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-11).
