You will serve as a Program Analyst (Recovery Coordinator) for the Small Business Administration (SBA), Office of Disaster Recovery and Resilience (DR&R) , Disaster Recovery Division in Washington, District of Columbia. This position leads the SBA agency-wide field activities for disaster recovery, and the implementation of the DR&R mission.
Duties
As a Program Analyst (Recovery Coordinator) at the GS-0343-15, some of your typical work assignments may include:
Providing expert advice and presenting recommendations to senior officials, on behalf of the Director of Recovery Operations, to gain acceptance of proposals, which may change program emphasis or approaches to management.
Recommending policies to the Director of Recovery Operations that improve the range of disaster recovery and resilience capabilities and ensure the readiness of the Recovery Field Operations Centers and their team members to respond.
Participating in inter-agency committees coordinating the development of strategies, policies, and guidance for the nationwide implementation of recovery and resilience efforts, including disasters impacting economic recovery.
Planning and/or conducting various studies and evaluation activities and implementing management improvements in administrative areas identified through such means as internal control reviews and management studies.
Articulating SBA and DR&R policies and explaining technical aspects of SBA programs to those affected.
IMPORTANT NOTES:
This is a Permanent position, which is a competitive service status position with a full-time work schedule.
If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facilities.
A valid driver's license may be required.

Requirements

Qualifications
*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If qualifying based on related unpaid (e.g. volunteer service) experience, you must provide hours worked per week and beginning/ending dates (mm/yyyy to mm/yyyy).
Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement. However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement.
Time-In-Grade Requirement:
GS-15: Must have held grade GS-14 for 52 weeks

GS-15: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-14 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
Developing, planning, and recommending policies to support a disaster or emergency program that supports federal, state, local (City/County) or Tribal governments;
Strategic planning skills to identify the long and short-term goals of an organization and/or develop strategies to accomplish these goals and improve the organization;
Project management skills with the ability to analyze problems, identify significant factors, gather pertinent data, and recognize solutions;
Assisting local, state, or federal government or other agencies in the preparation of supporting plans, programs, activities, exercises, or training related to disaster recovery; and
Written and verbal communication skills to include the development of strategic plans, information papers, reports, and/or presentations.
