The incumbent serves as a Lead Medical Support Assistant (Lead MSA) with the Specialty Care Clinic at the VA Pittsburgh Healthcare System and will travel between the University Drive and Heinz Campus.
Duties
The Lead Medical Support Assistant (MSA) is responsible for planning and directing clerical operations for the MSA staff. Assignments at this level include, but are not limited to:
Assigning and evaluating work.
Resolving complex problems to ensure patient services are met.
Identifying educational/training needs.
Evaluates tools such as equipment and systems that will enhance the ability of the Specialty Care Clinic to assist Veterans.
Possess strong communication and prioritization skills and must be experienced in report preparation and composition utilizing various Microsoft Windows applications/programs.
Work Schedule: Monday-Friday, 8:00am - 4:30pm

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j.
Experience: Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position.

Education: One year above high school.
OR,
Experience/Education Combination: Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
Grade Determinations: Lead Medical Support Assistant, GS-7
Candidates must have one year of experience equivalent to the GS-6 grade level. Examples of specialized experience include; planning and directing clerical operations for Medical Support Assistant (MSA) staff, assigning and evaluating work, resolving complex problems, identifying educational and training needs, evaluate tools such as equipment and systems, strong communication and prioritization skills, and experience in report preparation and composition utilizing various Microsoft Windows applications/programs. Work that involves specialized administrative judgment and the flexible use of a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or care in the community resources. Recommends changes to existing clinic procedures based on current administrative guidelines. Expertise in utilizing numerous advanced patient systems in support of multiple clinics involved in an interdisciplinary coordinated care delivery model. Coordinates] with the patient care team to review clinic appointment availability (utilization) to ensure that clinic schedules are closely monitored to effectively support the needs of the clinics, and makes adjustments as necessary. Develops and/or maintains communication with the patient, interdisciplinary coordinated care delivery model teams, medical centers, and other agencies (e.g., assist with communications during the inpatient to outpatient discharge: prepare correspondence to notify patients of normal lab results; manage a system for follow-up care such as consults, tests, etc.
Demonstrated Knowledge, Skills, and Abilities (KSAs). Candidates must demonstrate all of the KSAs below:
Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources.
Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.
Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.
Skill in communicating with individuals to obtain the desired effect and coordinating with a variety of interdisciplinary care team staff.
Ability to provide staff development and training.
Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.

The full performance level of this vacancy is GS-5. The actual grade at which an applicant may be selected for this vacancy is a GS-7, which is above the full performance level.
Physical Requirements: Work is performed in an office setting and is primarily sedentary. May require lifting and carrying of light loads (e.g. files, records, etc.)
