This position serves as a Supervisory Medical Support Assistant to The Community Care Interdisciplinary Team (CCIT) in the Chief of Staff Service Line. The CCIT is a care coordination/case management team that generally consists of a VA Provider (Physician, CRNP, PA), Community Provider, RN Care Coordinator and an administrative associate (MA, MSA, AMSA, PSA).
Duties
The Supervisory MSA supports a program area critical to management and as such must demonstrate a high level of leadership and organizational ability. He/she must use sound, independent judgment and have excellent decision-making skills. Incumbent must possess strong communication and prioritization skills and must be experienced in report preparation and composition utilizing various Microsoft Windows applications/programs. Assignments at this level include, but are not limited to:
Plan and direct programs at medical centers and/or satellite outpatient clinics and have full supervisory responsibility for supervising at least one subordinate team leader or supervisor.
Assign and evaluate the work of subordinate staff; resolving complex problems to ensure patient services are met.
Evaluate new products, equipment, and systems in order to make recommendations for improved operations.
Identify educational or training needs; making final decisions on selections; evaluating performance, and taking disciplinary action when necessary.
Oversee the clerical functioning of the MSA staff in the Community Care Clinics.
Responsible for the community care scheduling, care coordination and consult management programs.
Perform clerical/MSA work in support of the behavioral health clinics as needed.
Maintaining confidentiality of information obtained to carry out required duties.
Provide briefings, orientations, staff development and training.
Assist in policy development and standard operating procedures for employees in the community care clinics.
Report backlogs, difficulties in meeting deadlines, uncooperative physicians, or difficulty in securing information from clinicians or the record.
Work Schedule: Monday through Friday 7:30 a.m. - 4:00 p.m.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience: Six months of experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of this position OR
Education: One year above high school
English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: Applicants must have one year of specialized experience equivalent to the next lower grade level (GS-7): Specialized experience includes but not limited to: assigning and evaluating subordinate staff, resolving complex problems, evaluating new products, equipment and systems to make recommendations for improved clinic operations, identifying educational or training needs, making decisions on hiring selections, evaluating performance and taking disciplinary action when necessary.

Knowledge, Skills, and Abilities: Candidates must demonstrate ALL of the KSAs below:
Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancement.
Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations.
Ability to provide briefings, orientations, staff development, and training [in a patient support setting.
Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs.
Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.

The full performance level of this vacancy is GS-08.
Physical Requirements: Work performed is mostly sedentary in nature and requires bending, walking, standing and carrying/pulling of items weighing up to 25 pounds.
