The Supervisory MSA plans and directs the Imaging Scheduling program for the Pittsburgh Healthcare System (VAPHS). The incumbent manages MSA staff located on the University Drive, Heinz and Monroeville campuses. Area of responsibility include Radiology, Interventional Radiology, Nuclear Medicine and Radiation Therapy with full supervisory responsibility for supervising at least one subordinate team leader or supervisor.

Duties

Coordinates and ensures the proper onboarding and training of schedulers by working closely with Education, Health Administration Service and ADPAC to ensure MSA staff receive the required scheduling assess as mandated by scheduling directives. Provide clear expectations to MSA staff as it relates to complying with scheduling policies and procedures and interacting internal and external customers. Ensure staff are knowledgeable of VHA national and medical center performance metrics as it relates to access. Ensuring providers and service lines are kept abreast of changes regarding radiology scheduling process and procedures. ensure the department complies with the Record Control Schedules as it relates to imaging medical record Ensure providers and service lines are kept abreast of changes regarding radiology scheduling process and procedures. May serve on assigned committees, work groups and other efforts to meet standards of care as identified by National Radiology program office and Joint Commission. Directs his/her Lead/MSA Team to coordinate with radiologists and area supervisors to ensure that schedules are managed appropriately to create an efficient flow of patients through the Imaging department. Directs the team to accommodate appointment times as requested by the patient and/or clinically indicated dates as requested by the provider; oversees the collaboration and coordination of care with specialty clinics, i.e..: Urology, Orthopedics, Vascular and Radiation Oncology to bundle appointments and enhance the veteran's patient care experience Responsible for adjusting clinic setup and grids to effectively support the needs of referring providers. Incumbent will monitor and maintain all clinic profiles, setting appointment lengths and overbook capacity based on Medical Center needs. Performs a variety of administrative functions which includes management of program/clinic day to day operations including fielding and resolving customer complaints regarding scheduled exams. Develops standard operating procedures based on VHA and National Radiology Scheduling Directives, to include but not limited to scheduling orders, consults, community-based care consults, CD upload and Release of Information procedures, etc. Educating MSA Radiology staff about the protocols and produces developed. Train MSA staff on the use of orders and consults for all Imaging modalities: CT, Ultrasound, Mammography, MRI, Fluoroscopy, Dexa, Nuclear Medicine and Interventional Radiology. The MSA supervisor trains his/her team to apply the pertinent educational material and/or safety screening for patients prior to scheduling Imaging exams Performs Human Resources administrative and personnel management functions to include but not limited to recommending appointments, awards, promotions, or reassignments. responsible for maintaining and improving operational efficiency and effectiveness by utilizing specialized analytical and statistical reports pulled from programs such as VISTA Radiology Package, CPRS, VSE and Automated Call Distribution. makes all decisions concerning daily operations of their program. A wide scope is granted in the performance of technical aspects of duties and contacts with members of the professional staff. Makes assignments by defining the overall objectives, priorities, and deadlines; and assists with unusual situations that do not have clear precedents. independently plans the work, resolves problems, carries out successive steps of assignments, and adjusts using accepted standard operating procedures or practices; handles problems and/or deviations that arise in accordance with established policies; regulatory and administrative guidelines, directives, instructions, and accepted practices in the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j. Experience and Education. (1) Experience. Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR, (2) Education. One year above high school; OR, (3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Medical Support Assistant, GS-8 Experience. One year of experience equivalent to the GS-7 grade level [leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting.] Assignment. Supervisory MSAs at this level plan and direct programs at medical centers and/or satellite outpatient clinics. They have full responsibility for supervising at least one subordinate MSA team leader, supervisor, or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. Assignments at this level include, but are not limited to: evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems to make recommendations for improved operations; identifying educational or training needs; making final decisions on hiring selections; evaluating performance, and taking disciplinary action when necessary. The employee has administrative and professional responsibility for planning and directing the subordinate lead, supervisor, and MSA's activities. Responsible for extracting and analyzing data to provide reports to senior management in support of tracking measures. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below: Ability to provide the full range of administrative and supervisory duties [to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.] Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations. Ability to provide briefings, orientations, staff development, and training [in a patient support setting]. Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs. Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.
