Duties
Serve as primary point of contact for the BLM WY State Office and Field Office staff on all public land records issues and records automation.
Uses substantial initiative, resourcefulness, and past business experience to improve on established approaches and precedents and to develop new methods and processes.
Work with supervisor to develop and deliver outreach presentations to lands and mineral data stakeholders, special interest groups, members of the general public, industry, state and other federal agencies, as well as BLM employees and managers.
Assignments consist of projects, studies or evaluations characterized by the need for substantial problem analysis covering several stages of a project to be automated.
Work involves, but is not limited to, compilation of raw source data from many incompatible sources, adjustment for scale and projection, and integration with other themes to maintain referential integrity.

For GS-09: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: Full range of cartographic principles and concepts applicable to technical duties concerned with topographic, orthophoto, hydrographic, geographic information systems, land use, land cover, and digital maps. The understanding of land and mineral case records and the documentation required to complete those actions.

LL.B. or J.D., if related

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
For GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: Manages records notation requests from the BLM Wyoming State Office Lands, Minerals, and Cadastral staff, Field Office Lands and Minerals, and from other federal agencies to determine suitability for notation to the BLM's Public Land Tenure Record System. They provide technical direction and work with requesting office to obtain any missing or incomplete information required for record notation and analyze large spatial and tubular data sets to identify and resolve error patterns, parcel slivers and overlaps, appropriate parcel object inheritance, rules for adjustment, etc.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The work is primarily sedentary but requires long periods of sitting and repetition at a computer workstation, entering and editing data, intense concentration, and working with land title records staff and others to ensure policies and established standards are maintained.
Work Environment: The work is performed primarily in an adequately lighted and climate-controlled office. Work is often performed in a conference room setting around office type equipment, a computer, and reproduction equipment. Occasional travel to field locations may be required. The incumbent observes normal safety and ergonomic precautions.
Above duties are for the GS-09 level. At the higher-grade levels, less assistance, instruction, guidance, oversight, review, and supervision will be provided.
