The primary purpose of this position is: To serve as 612th Air Communications Squadron (ACOMS) Deputy Commander and makes executive decisions for the 612 ACOMS on behalf of the Squadron Commander. Is further authorized to make technical and administrative decisions and commitments for the organization, excluding UCMJ authority.

Duties

Works with the Director in planning, organizing, and overseeing the activities of 612 ACOMS. Exercises supervisory personnel management responsibilities. Performs ongoing evaluation and analysis of the operational planning and execution actions, and policy actions in support of major Air Force mission and COCOM/operational long term planning for 12 AF (AFSOUTH) units, the Air Operations Center, and staff. Serves as the primary Technical Advisor or C4I to the 612 ACOMS and 612 AOC Commanders. Represents the 612 ACOMS and 612 AOC (Col) with a variety of outside agencies and installation organizations to include but not limited to U.S. State Department, Department of Defense, Headquarters Air Force, USSOUTHCOM, Air Combat Command and key military and civilian officers/officials in Central and South America, and the Caribbean.

  • Duties will be performed both in and outside of the continental United States.

  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

Qualifications

Conditions of Employment Continued: "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement. This position is designated as a KEY Position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the mission, roles, functions, and organizational structures, and operation of the DOD and Air Force organizations to provide command level staff guidance. Mastery of the Air Force Command and Control of Air, Space, and Cyberspace operations, Air Force Forces (AFFOR) roles and responsibilities, as well as Combined Air Operations Center (CAOC) roles and responsibilities, mission, functions, equipment, and products. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the mission, roles, functions, and organizational structures, and operation of the DOD and Air Force organizations to provide command level staff guidance. Mastery of the Air Force Command and Control of Air, Space, and Cyberspace operations, Air Force Forces (AFFOR) roles and responsibilities, as well as Combined Air Operations Center (CAOC) roles and responsibilities, mission, functions, equipment, and products. 2. Extensive knowledge of the C-NAF, MAJCOM and SOUTHCOM mission, roles, functions, organizational structure, management, and operation of large organizations to provide high-level staff guidance and participate in the development of C4I capability goals, objectives, and policies. 3. Knowledge of a wide range of tactical communications, network communications, and computer knowledge to support fighter, airlift, reconnaissance, and space system employment. 4. Expert knowledge of the policies, principles, concepts, guidance, procedures, techniques, practices, security and methodologies pertaining to communications systems. Security specifically to include transmission media, data transfer, radio systems, voice and data switching systems, and video systems. 5. Adept in identifying and analyzing complex operational issues and developing innovative solutions in coordination with internal and external AF/Joint/Combined agencies, HHQs and other governmental/nongovernmental agencies. Highly skilled in developing interpersonal relationships, maintaining good working relationships, and working cooperatively with organizational personnel and as a member of a team. 6. Ability to plan, organize and direct work to meet established deadlines; mentor, motivate, and appraise the staff of an organization through subordinate supervisors; and prioritize work to meet established deadlines. Highly skilled in written and oral communications in order to provide technical advice, briefings, reports, and recommendations to senior leadership. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
