The incumbent will serve as a Business Process Manager located in the Office of Aviation Safety (OAS), National Transportation Safety Board (NTSB) and will serve as a focal point for providing a wide range of data analysis and process re-engineering services to all levels of OAS management and staff. Incumbent collects, organizes, analyzes, and disseminates information to management to ensure effective evaluation of processes and resulting operational performance outcomes.
Duties
IDEAL CANDIDATE STATEMENT: The ideal candidate will have knowledge and experience applying Lean/Six Sigma principles (or other process improvement methodologies) to achieve and improve operational performance through the design, implementation, execution, and control of the Office of Aviation Safety (OAS) processes.
OAS investigates all U.S. civil aviation accidents, including those involving unmanned aircraft systems (UAS), public aircraft, and commercial space launches, and other significant aviation incidents, proposes the probable causes of these events, and develops recommendations to minimize recurrence.
As a Business Process Manager, GS-0343-15, you will perform the following major duties:
Serve as a focal point for providing a wide range of data analysis and process re-engineering services to all levels of OAS management and staff.
Work with the Director in developing strategic plans for the implementation of short-term and long-term objectives for the office and is responsible for the documentation of measurements for agency-wide reporting requirements.
Lead business process discovery for the OAS, evaluating processes throughout the organization and their integration.
Utilize expert knowledge of civil aviation accident investigations to guide the analysis and redesign of processes, including the use of advanced methods involving statistical data analysis.
Develop complex business cases and impact analyses to ensure buy-in with internal and external stakeholders.
Work with the Office Director and Deputies to identify key performance indicators (KPIs) and measures needed to evaluate the capability of existing processes and the effectiveness of process and programmatic changes and improvements.
Review and evaluate office written work products to ensure they are logical, well-organized, and understandable.

Qualifications
GS 15 GRADE LEVEL:
You MUST have one year of specialized experience equivalent to at least the GS-14 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as:1) Expert practical experience and knowledge of civil aviation accident investigation processes. 2) Use of advanced methods involving statistical data analysis, designed experiments, (such as Lean/Six Sigma or other process improvement methodologies) to determine policies, practices, procedures, training, measures, and communication strategies. 3) Proficiency in the use of data visualization software (i.e. Power BI and Tableau) or similar data tools.
