Supports the manager in tracking cadre personnel FEMA Qualification System (FQS) proficiencies and training requirements. Coordinates with Reservist Program Managers and CORE Program Managers as requested to analyze training records as part of the training needs assessment process. Provides detailed reports to the manager to assist with the development of training plans in coordination with program requirements.

To qualify for this Training Specialist position at the IC-12 level, you must possess one full year of specialized experience equivalent to at least the GS-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
Reviewing and developing regulations, policies, and procedures pertaining to training and development sufficient to develop difficult and complex training courses. AND;
Developing, designing, and delivering instruction which includes instructional methods and techniques.
Individual Occupational Requirements: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position:
Education
Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
OR
Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
