Duties
In this position, the Management and Program Analyst will:
Assist the Budget Analyst with Budget Execution and Budget Formulation work involving review and preparation of annual funding needs.
Develop, recommend, and implement budgetary and financial policies.
Identify opportunities for improving budget execution processes.
Prepare, justify, and/or administer the budget for program area.
Plan, administer, and monitor expenditures to ensure cost effective support of programs and policies.
Perform funds control procedures, apportionments, funds execution, internal controls, and reporting for all types of funding including appropriated funds, mandatory funding, discretionary funding, reimbursable funding, working capital funding, franchise funds, and collections of all types (i.e., receipts, fees, rents, bonuses)
Uses automated budgetary systems and computer-generated products in accomplishing assignments. Performs quality checks of automated system databases and advises program managers, supervisor, and/or lead budget analyst of any significant problems.

Qualifications

For GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity. Specialized experience is defined as: 1. Utilizing knowledge of the budget execution process perform financial reviews; 2. Conducting budget formulation pertaining to appropriated funds.; 3. Analyzing problems to identify significant factors by gathering pertinent data and recognize solutions; And 4. Communicate budgetary concerns effectively orally and in writing to advise stakeholders of budget status.
For GS-13: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity. Specialized experience is defined as: 1. Performing complex reviews and analysis of budget and financial data, statistical reports, and financial plans; 2. Compiling budgetary and financial data, reconciliation of funds; budget formulation and justification, 3. Analyzing current funding estimates with prior year expenditures; And 4. Preparing special reports as required, identifying discrepancies or deviations in projections and making recommendations for correction.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
