About the Position: Performs all tasks necessary to insure that administrative support activities are accomplished in a professional, efficient and effective manner. Assists with workforce management activities, position and organization structures, FTE allocation, communications, reporting, and scheduling, FOIA requests and Congressional letters.
Duties
Plans, coordinates, analyzes, directs and evaluates administrative missions and operations.
Administers and evaluates internal management plans, direction and practices which require consideration and integration of specialized needs.
Participates and provides significant input in the planning and management studies necessitated by program and organizational changes.
Recommends changes to management to be implemented throughout the organization.
Reviews and processes all PCS vouchers, ensures payment through CEFMS, and takes appropriate action.
Serves as CEFMS POC, providing assistance and resolving a variety of problems and issues that users encounter or coordinates problems and resolution with the CEFMS Data Manager.
Analyzes current and future manpower levels, evaluates personnel resources, FTE, awards and training for the operating budget and through affordability analysis.
Serves as Training Coordinator, providing lists of available PROSPECT, USDA, and independent training courses for the upcoming FY for review by supervisors.
Assists personnel on a variety of procedural matters pertaining to such personnel functions as recruitment, position management and classification, employee/management relations, employee entitlement and awards, and training.

Specialized Experience:
GS-09
I have one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes interpreting regulations, policies, principles, and procedures; identify problems and report findings on organizational programs; providing administrative guidance on agency requirements; reviewing training reports to identify training needs and/or changes needed; utilizing automated systems supporting various programs; review and process vouchers and payments through automated systems; coordinating with budget analyst to resolve funding and financial matters.
Specialized Experience:GS-07
I have one year of specialized experience equivalent to at least the GS-05 grade level in the Federal service which includes: providing administrative guidance on agency requirements; reviewing training reports to identify training needs and/or changes needed; utilizing automated systems supporting various programs; review and process vouchers and payments through automated systems; coordinating with budget analyst to resolve funding and financial matters.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
