About the Position: This position is a TERM Not to Exceed 3 years position. It is time-limited and may be extended up to a maximum of eight years. This term appointment may not be made permanent from this announcement.
Duties
Prepare and publish the Joint Task Force-National Capital Region (JTF-NCR)/US Army Military District of Washington (USAMDW) Joint Training Plan/Annual Training Guidance (JTP/ATG) in compliance with applicable directives.
Initiates and maintains contact with Joint and Army organizations to plan and schedule training symposiums, courses, and other events.
Coordinates and supports the USAMDW Organizational Inspection Program (OIP) by developing and publishing comprehensive written guidance for dissemination of information, including objectives, tasks, and deadlines.
Plans, prepares, and executes reoccurring and special training events.
Attends professional seminars and meetings to gather information relevant to JTF-NCR/USAMDW training events and supporting requirements.
Manages the Army Training Management System (ATMS) providing access to subordinate unit training managers, validates Mission Essential Tasks (METS), Army Combat Fitness Test (ACFT) scores, and weapons qualifications.
Utilizes the Army Training Resource Requirements System (ATRRS) and provides ATRRS assistance and support to USAMDW subordinate units.
Serves as training liaison for Civilian workforce development supporting both Army and Air Force personnel within JTF-NCR/USAMDW.
Develops time and resource requirements for assigned projects by managing schedules and expenditures to ensure proper and timely execution.
Supports Civilian Human Resource Servicing Centers (CHRSC) in coordinating leader development, talent management, and specialized training for civilian employees.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent may be expected to travel up to 5% of the time.
- This position has been identified as being a Key and Mission Essential position. Because of the essential nature of this position, it will not be filled by members of the National Guard, Ready Reservists or military retirees with recall obligations.

Specialized Experience: One year of specialized experience which includes: 1) Serving as a technical advisor and expert in the area of leader development; 2) Conducting studies to determine immediate and long-range training, educational, and other employee development needs; and 3) Providing advice and assistance to management and supervisors on personnel and procedural matters. This is the typical work of duties performed at the next lower grade GS-11.
