The primary purpose of this position is: To serve as a Military Working Dog (MWD) Training Specialist, Trainer, Instructor, Evaluator, Technical Advisor, and development of Training Plans for MWD training.
Duties
Military Working Dog (MWD) Trainer/Instructor/Evaluator.
Advises management and supervisors on canine behavioral assessments, deficiencies in, MWD training programs, and data trends: Expertly applies extensive knowledge of animal behavioral psychology and experience in MWD evaluation to assess working aptitude and progress in MWDs at different developmental stages.
Evaluates patrol/detector dogs for procurement and utilization within the DoD and TSA dog program.

- This is a drug testing designated position. The incumbent is subject to random testing for drug use
- Key Position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency (cont)
- (cont) or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve)
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712.
SPECIALIZED EXPERIENCE: I have one year of specialized experience equivalent to the GS-07 grade level that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: knowledge with animal behavior, psychology, training methods, evaluation procedures, and basic veterinary needs of the working dogs; analyzing situations and resolve difficult issues and problems in assigned area of responsibility; working experience with principles, practices, and techniques of training puppies for the working dog program.

EDUCATION: I have successfully completed a master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B or J.D. with a major study in education or a subject area related to the position to be filled. NOTE: You must submit copies of your official transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Skill and knowledge in managing/training detection/patrol teams from initial through advanced levels of training.
2. Skill and knowledge in developing training programs for detector/patrol teams.
3. Skill and knowledge of evaluating detector/patrol dogs and handlers from initial through advanced training.
4. Skills and knowledge of animal behavioral psychology and technical methods and procedures for evaluating,
training and assessing the trainability of dogs for detection and patrol.
5. Ability to prepare oral/written briefings to diverse audience.
6. INCUMBENT MUST NOT HAVE HAD SPLEEN REMOVED.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
