Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Program Analyst, you will:
Performs complex, comprehensive remote and on-site monitoring reviews and analysis of the program policies, procedures and practices of individual PHAs in the implementation of the voucher program physical inspections and housing quality standards compliance.
Conducts onsite evaluative assessments and technical assistance reviews of grantees' compliance with the laws and regulations, policies and best practices for conducting physical inspections. Uses information from these analytical reviews to identify programmatic errors, housing quality standards compliance deficiencies, physical inspection quality assurance problems and management weaknesses, inappropriate administrative policies and procedures, cost or financial management errors related to the physical inspection program and the enforcement of housing quality standards, and data integrity problems.
Analyzes data, conducts interviews, reviews policies to assess the operational effectiveness of internal control policies, procedures, and other quality management systems components related to the physical inspection programs of assisted housing agencies.
Applies a wide range of qualitative and or quantitative methods for the assessment of complex short and long-range problems of the voucher rental assistance program physical condition and quality assurance enforcement operations, developing detailed plans for improving them.
Qualifications

Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Performing on-site monitoring reviews and analysis of program policies, procedures and practices AND
- Evaluating performance and compliance with rules, regulations and the management of operation of housing programs and initiatives AND
- Collecting and researching data for studies or evaluations of programs/ operations;
Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
- Performing on-site monitoring reviews and analysis of program policies, procedures and practices AND
- Collecting and researching data for studies or evaluations of programs/ operations;
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
