This position is responsible for assisting OPIA management, attorneys, and other staff on governmental affairs, economic research/trade matters with a variety of legal activities regarding legislation, regulations, and the legal impact on intellectual property (IP) court and administrative decisions and policy proposals, enforcement policies of U. S. law enforcement and regulatory agencies, strategic planning, international treaty obligations and agreements, the USPTO and various stakeholders.
Duties
The physical worksite for this position is located in Alexandria, Virginia.
This position is telework eligible per agency and business unit discretion/policy.
This position is located in the U. S. Patent and Trademark Office, Office of Policy and International Affairs (OPIA), reporting to the Senior Counsel for the Enforcement Team.

You look forward to keeping subject matter teams apprised of all action on pending legislation, regulatory developments, or policy discussions of interest to the USPTO, in areas of OPIA's responsibility.
You are ready to prepare summary reports and papers in support of Trade policy.
You are prepared to assist OPIA attorneys, as requested or needed, with research and analysis in support of training and capacity building activities and programs.
You are excited to prepares weekly compilations of developments in IP Protection and Enforcement such as federal register notices, congressional research service reports and notices, and other applicable reports for circulation to OPIA attorneys.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.
Specialized experience for this position includes:
Independent research skills and a familiarity with searching various legal and publication databases;
Experience utilizing writing skills for all types of written formats, including, e.g., legal memoranda, non-papers, reports, law review
articles, and other types of publications;
Experience with visual and graphic creation, including, e.g., charts, graphs, tables, and PowerPoint presentations.
Experience leading an assigned project from formulation to completion.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
