Duties
Summary:
The primary purpose of this position is to manage Defense Language Institute English Language Center non-resident testing program, including, but not limited to coordinating with stakeholders, making professional recommendations about test administration, test site management, and test security; to collect, compile, and input data to various databases and systems and condense, analyze, and interpret data in support of resident and non-resident testing.
Duties:
Oversees non-resident English language testing program.
Plans, organizes, and monitors the activities of the Resident Testing (RT) and Oral Proficiency Interview (OPI) Programs ensuing compliance with regulatory requirements.
Prepares and delivers briefings and oral presentations; generates reports and other documents.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions for the GS-1702, Education and Training Technician Series.
SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL EMPLOYEES: Applicants must have one year of specialized experience equivalent to the GS-07 grade level in the federal service. Examples of specialized experience includes: 1) knowledge of rules, regulations, laws, procedures, OIs, and polices in regards to Air Force, DoD, DLIEC procedures in order to perform basic clerical tasks for the purpose of testing students in language aptitude; 2) knowledge of computerized systems to perform basic tasks needed to asses, test, log, and report on student performance; these systems include Microsoft Word, Excel, Power Point, Outlook and other basic office applications; 3) ability to create presentations, visual aids, and the ability to convey information via oral presentation; 4) the ability to collect data from given tests to improve the testing processes; 5) the ability to work independently and prioritize work, organize and coordinate with other employees as needed; 6) ability to work in small groups in the completion of assigned projects that may require specialized techniques for the completion of complicated tasks.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR CURRENT FEDERAL EMPLOYEES: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Air Force, DoD, and DLIELC testing/test security policies, procedures, guidelines, and OIs.
2. Knowledge of Word processing, Excell spreadsheet, database, Outlook features, PowerPoint, Access, and testing software functions.
3. Skill in monitoring testing programs to ensure compliance with administrative and security requirements for traditional, computer delivered, and computer-adaptive testing.
4. Skill in using technology, including but not limited to a wide range of databases and test delivery programs.
5. Skill in oral and written communication, including phone and email etiquette, as well as writing skills necessary for creating and delivering briefings and presentations.
6. Ability to plan, organize, and prioritize work, including independent and group projects, while working harmoniously with personnel within the organization and outside of it.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
