Qualifications
To qualify for this position, you must have either: -IT-related experience demonstrating each of these four competencies:
1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately;
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations;
OR
-a bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. In addition to the basic requirements above, you must meet the following requirements:
To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as providing guidance to stakeholders in organizational information security and/or cybersecurity policies and/or procedures; manages organizational cybersecurity program activities; and evaluate information technology program to determine efficiency and strategies for improvement.
Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of information technology (IT) concepts, standards and practices sufficient to provide technical advice to management; 2) Skill in interpreting IT metrics and performance measurement tools to evaluate program efficiency; 3) Ability to provide recommendations to IT system management issues; 4) Ability to integrate IT systems into environmental protection infrastructure; 5) Skill in interpreting IT policies and procedures in order to develop strategies to IT issues; 6) Skill in oral communication sufficient for delivering presentations and briefings to management; 7) Skill in written communication sufficient for preparing briefings and other documentation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
