This position is in the Refugee, Asylum, and International Operations Directorate (RAIO), International and Refugee Affairs Division (IRAD), Refugee and International Operations (RIO) District, International Operations Field Unit.
As a Supervisory Management and Program Analyst you will have technical and administrative oversight of a diverse program portfolio, manage a team of dedicated employees, and innovate to improve the effectiveness, efficiency, and production of quality work.
Duties
Lead a team responsible for administrative operations and programs within International Operations (i.e. Human Capital, Facilities, Budget, Knowledge Management, Records, and Emergency Management, Data Analysis and Reporting.
Serves as a consultant on broad projects and programs with national and international mission objectives and impact;
Determines the applicability and effect of regulations and policies affecting assigned programs; formulating work plans and strategies, developing and implementing internal operating procedures;
Promotes and supports a smart creative environment for all team members that is conducive to inspiring and motivating others to think of new and creative ways to improve the effectiveness and efficiency of division operations;
Oversees personnel management for both USCIS employees and locally employed staff working in international field offices; and
Expertly assists employees and their families in transitioning to and from their international assignments.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/08/2024.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 03/08/2024.
GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, equivalent to at least the GS-12 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Providing advice as a subject matter expert on a variety of administrative programs relating to facilities and asset management, budget execution, logistics, emergency management, procurement, records management, or human resources;
Incorporating qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems;
Conducting technical and administrative briefing to senior management officials, including summary presentations with conclusions, alternatives and recommendations, on national policies, projects or studies.
