The incumbent develops, coordinates, and maintains the Hospital Housekeeping Training Program, in association with the Chief of Environmental Management Service (EMS), that emphasizes the training of environmental management staff and ensuring safety compliance at the St. Cloud VA Health Care System.

Duties

Major duties include, but are not limited to: Monitor, inspect, and analyze production efficiency and organizational structure. Gather information and identify development and training needs of EMS employees. Develop and coordinate training policies, guidance and procedures related to housekeeping, laundry services, recycling, municipal solid waste disposal, regulated medical waste disposal, and environmental management. Prepare briefings and reports on the status of training issues and policies as the affect the health, safety, and well-being of the medical facility. Maintains all EMS training records, ensuring all EMS employees are trained and fully comply with the provisions of all safety regulations. Schedule employee training sessions. Track changes in product, equipment, and environment in order to develop new curriculum or update established curriculum. Ensure all EMS employees receive adequate personal protective equipment (PPE) training. Research and maintain knowledge of statutes, regulations, licensing/permitting requirements, and precedent decisions governing environmental programs and waste management. Use knowledge of data system development to determine needs, evaluate program effectiveness, and ensure compliance with regulations. Operate government owned or leased vehicles for training purposes and local business travel during regular tour of duty hours. In the performance of official duties, the employee has regular access to printed and electronic files containing sensitive information, which must be protected under the provisions of the Privacy Act if 1974, and other applicable law and regulations. Incumbent is responsible to familiarize impacts of their activities on VA's goal to implement sound stewardship practices for protection of environment and properly dispose of waste generated from their activities. Incumbent is responsible to meet the needs of customers while supporting the Medical Center and Service missions and to consistently communicate and treat customers (patients, visitors, volunteers, and all Medical Center staff) in a courteous, tactful, and respectful manner. Work Schedule: Monday-Friday, 8:00am to 4:30pm; with a minimum of 1 late day per month for training staff until approximately 5:30 pm Telework: Not Authorized Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Clerical and/or administrative support work requiring comprehensive knowledge of rules, regulations, and other guidelines; responsibility as an authority or subject matter expert on the guidelines relating to completing assignments in an assigned program area; completing a wide variety of transactions for more than one type of assigned activity or functional specialization, with different assignments being subject to different sets of rules; providing customers with information (both orally and in writing) and explaining the application of regulations, or resolving problems relating to assigned program area; and using computer software (e.g., Microsoft Outlook, Word, Excel, etc.) to process actions, maintain records, input data, and produce written communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although physical effort will be required when demonstrating processes and procedures. Duties involve walking, standing, carrying items such as manuals and EMS products, repetitive pushing and pulling, reaching above shoulder, climbing on scaffolding or ladders, driving or traveling by motor vehicle. The incumbent must be able to lift and carry item weighing 45 pounds and over. The incumbent must be mentally and emotionally stable with the ability to work closely with others.
