This position is located at Departmental Offices, Management CFO-DC Pensions, ODCP. As a Management Analyst, you will be responsible for managing office administrative activities and establishing practices for the Office to operate effectively and efficiently.
Duties
The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Provide expert technical and operational advice to the Director, Assistant Directors, staff, contractors, and senior officials of the Treasury Department and the District of Columbia government on all aspects of administrative management support of the D.C. Pensions Program.
Serve as a subject matter expert and carry out key functions for the Office related to procurement, facilities and building management, emergency preparedness and continuity of operations planning, security requirements, training, time management, and travel and purchase card programs.
Provide resolution within the Treasury Department and between Treasury and the District of Columbia government organizations for activities that relate to the D.C. Pensions Program. Develops and recommend solutions for consideration by other members of the Office, the Director, and the Assistant Director, Office Administration.
Develop and promote innovative ways to enhance compliance with the laws and regulations associated with the Office.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14, specialized experience is defined as one year of experience at the GS-13 grade level in the Federal service. Specialized experience for this position is defined as proven proficiency and supportable (as evidenced in the resume) hands-on experience in ALL of the following:
Serving as the Office Manager (examples may include providing administrative support; managing system access, collaborating with Facility Management to ensure equipment is available and operational, disseminating information, managing correspondence trackers, managing emergency preparedness and continuity of operations planning, managing travel and purchase card programs, managing content of electronic information systems, and/or contributing to office publications); AND
Assisting management in identifying human resources needs (examples may include managing staffing and recruiting activities; overseeing onboarding and offboarding of staff; coordinating lapse planning; serving as a liaison with HR offices; managing and communicating performance management activities and requirements to staff; and/or conducting training on new initiatives and keeping documents current); AND
Serving as the Contracting Officer's Representative (COR) (examples may include initiating, budgeting, developing, and implementing projects by coordinating, monitoring, and evaluating the work of contractor staff to include drafting contractors statements of work and/or task orders); AND
Developing and analyzing reports (examples may include researching and investigating facts involving administrative projects; gathering, assembling, and analyzing information and presenting oral and written reports; and/or identifying and integrating internal and external program issues to ensure consistent interpretation of policies and procedures).
For the GS-13, specialized experience is defined as one year of experience at the GS-12 grade level in the Federal service. Specialized experience for this position is defined as proven proficiency and supportable (as evidenced in the resume) hands-on experience in ALL of the following:
Providing support to the Office Manager (examples may include providing administrative support; collaborating with Facility Management to ensure equipment is available and operational, managing emergency preparedness and continuity of operations planning, managing travel and purchase card programs, and/or managing content of electronic information systems); AND
Supporting staffing and recruiting activities (examples may include communicating performance management activities and requirements to staff; and conducting training on new initiatives and/or keeping documents current); AND
Coordinating, monitoring, and evaluating the work of contractor staff to include drafting contractors statements of work and task orders; AND
Developing and analyzing reports (examples may include researching and investigating facts involving administrative projects; gathering, assembling, and analyzing information, and/or presenting oral and written reports).
Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. For the GS-13, you must have been at the GS-12 level for 52 weeks.
