You will serve as a ENVIRONMENTAL ENGINEER in the Environmental Restoration Department of NAVFAC NORTHWEST.

Duties

You will program, plan, and execute projects as assigned, in-house or by contracts to meet environmental restoration requirements in accordance with applicable federal, state, and local environmental rules and regulations and internal Navy policies. You will plan, coordinate, and conduct environmental compliance surveys and audits of activities and their operations to investigate compliance with applicable standards for the applicable environmental programs in this position. You will review and evaluate proposals submitted by contractors for environmental remediation projects. You will review contractor's plans, reports, and other documentation for thoroughness, content, and compliance with state and federal laws as well as policies. You will develop budget goals and prepare short- and long-term budgets for your assigned area of responsibility (AOR).

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Examples of 1) Advise or consult others in maintaining compliance with environmental laws, regulations, and policies; 2) Utilize environmental engineering concepts, theories, principles, practices, and techniques to ensure that environmental concerns are properly identified and resolved; 3) Research and advise others on the specifics of local, state, federal, and foreign country laws, codes, and other statutory requirements affecting environmental engineering issues throughout an area of responsibility; and 4) Apply the latest developments in environmental engineering to assess environmental impact, develop contingency plans, plan containment facilities, and initiate cleanup actions for toxic spills. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
