The primary purpose of this position, FACILITY MANAGER, GS-0301-11-12, is to ensure the organization acquires, operates repairs, maintains, alters, and cleans buildings and associated utility, transportation systems and grounds in a manner that provides the most suitable, and productive environment for normal operations and planned contingencies.

Duties

Participate in analyzing and making resource (funding, personnel and equipment, power, communication, and space) recommendations concerning facility requirements for workload and project workflows. Plan, organize, and direct the activities of facility management, maintenance, construction, and modification projects ensuring that these activities comply with legal and regulatory requirements and meet customer needs. Represent the organization with a variety of installation, center, and functional area organizations; establish, develop, and maintain effective working relationships with civil engineering, environmental management, and communications group. Serve as project representative for coordination of the technical aspects, analysis, and applications during the design through complete construction.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITIONS: This position is a developmental (e.g.: GS-11 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-11. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. GS-11 SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Specialized experience is experience in: knowledge and abilities applicable to a wide range of coordination with civil engineering with the ability to modify standard practices and adapt equipment or techniques to solve a variety of problems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, may be used to qualify applicants for the GS-11 level. NOTE: You must submit a copy of your transcripts. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Specialized experience is experience in: knowledge and abilities applicable to a wide range of coordination with civil engineering with the ability to modify standard practices and adapt equipment or techniques to solve a variety of problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of administrative, operations, parts acquisition, training requirements, systems management, budgeting, financial analysis, planning, plans and programs, work loading, scheduling, equipment planning and acquisition, safety, environmental management, contingency planning. Knowledge of security, building/facilities planning and maintenance, space utilization. Knowledge of safety and security regulations and practices and procedures. Ability to analyze, plan, coordinate, and adjust work operations of one or more organizational segments to meet program requirements mid objectives. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: Work requires walking and standing, some stooping, bending, and climbing of stairs and ladders, occasional crawling, and walking on roofs. Work may be irregular and unpredictable such as support of facility systems during scheduled or emergency outages, supervision of emergency repairs, or damage control assessments associated with natural disasters and/or accidents. WORK ENVIRONMENT: Work is performed in, under, or around facilities assigned to the responsibility of site facility management office. Outside duties are performed in inclement (hot, cold, wet, and normal) weather conditions. The incumbent may be required to work uncommon tour of duty. Work is performed in, on, under, and around the facilities assigned.
