The primary purpose of this position is to serve as the organization level senior manpower analyst, developing corporate policies and procedures; conducting manpower requirements studies; developing and providing oversight of organization change and managing various ad hoc projects.
Duties
Develops and recommends manpower and organizational policies and guidance for organization activities and performs continuous appraisal of the utilization of manpower resources in accomplishing objectives and goals.
Provides specific authoritative input to achieve manpower and organization goals relating to such interactive variables as mission requirements, budget, manpower constraints, civilian and military personnel constraints, statutory requirements, technological capabilities and organic capabilities.
Serves as an authoritative, technical advisor on proposed changes that impact manpower and organization, i.e. reorganization, realignments of functions, legislative changes, etc.
Prepares and delivers oral presentations such briefings, training sessions, consultations, and strategy sessions with organization and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations through application of pertinent laws, regulations, policies, and procedures which affect the use of program; develop new or modified work methods, organizational structures, manpower, and/or program administration procedures. Prepare a variety of correspondence i.e. formal letters, reports and charts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of analytical and evaluative methods such as correlation and regression analysis, comparative analysis, environmental scanning, Strength, Weakness, Opportunity and Threat (SWOT) analysis, classification of productive and non-productive work, and benchmarking, are necessary to enable long-range manpower and organization strategic planning and to provide definitive input on and influence decisions regarding manpower and organization initiatives.
2. Knowledge of organizations and structures, programs, missions, and functions to analyze and determine manpower and organization plans, programs, and initiatives to support customers' current and future requirements. Experience utilizing the Manpower Programming and Execution System (MPES) to manage manpower requirements and make adjustments to the Unit Manpower Document (UMD).
3. Master of advanced Air Force manpower and organization principles and practices to include requirements determination, program allocation and control, organizational structures, and process improvement. Comprehensive knowledge of manpower and resource management functions; e.g., civilian personnel, military personnel, manpower, etc., to develop and implement integrated approaches and solutions to significant manpower and organization concerns and issues.
4. Ability to communicate effectively, both orally and in writing, with organization leadership to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted but is the best solution to achieve overall organization goals.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
